Desktop Review The desktop review takes place at the home base and includes the following tasks: • Identify key economic development concerns • Link economic development concerns to international trade policy agenda • Review Trading Across Borders indicators • Overall performance • Performance breakdown • Review current development and trade projects in target country • Identify development partners Desktop Mission In-Country Post-Mission Review Preparation Fieldwork Follow Up
Mission Preparation Desktop Mission In-Country Post-Mission Following the desktop review, the mission preparation takes place, also at the home base and includes the following tasks: • Identify stakeholders to interview • Indicate topics of discussion • Contact stakeholders and set up meeting agenda • Liaise with Trade Logistics GPS/product team to confirm mission plan and discuss any issues • Assess political economy • Mission team • Regional lead • Trade Logistics Specialist Review Preparation Fieldwork Follow Up
In-Country Fieldwork Desktop Mission In-Country Post-Mission In-country fieldwork is comprised of several procedural and technical tasks undertaken by the team in the client country. The scoping mission(s) typically would involve - • Kick-off meeting with client • Introduce mission team • Outline mission plan • Assess the country political economy • Identify potential reform champion (ministry/leadership) • Institutional liaison for IFC in client country - firm up Government counterpart(s) with IFC on upcoming Trade Logistics Program • Identify opportunities for collaboration with partners • World Bank Group projects i.e. PREM Trade and Transport • IMF, WCO, DFID and other donor assistance Review Preparation Fieldwork Follow Up
In-Country Diagnostic Desktop Mission In-Country Post-Mission • Supply chain diagnostics • Perform a stakeholder mapping • Process Mapping • Map current border clearance processes including customs and regulatory agencies • Include process steps and time and cost • Map the process for traders to obtain standard regulatory agency documents • Identify supply chain hotspots through stakeholder interviews and observation of processes & analysis of process maps • Supply Chain Analysis – issues to consider • Stakeholder interaction & institutional coordination • Importer/Exporter Document Preparation • Vessel berthing & Terminal Operations • Customs Clearance • Technical control agency clearance • Automation/single window • Transport & Logistics • Governance/Corruption • Regional issues Review Preparation Fieldwork Follow Up
In-Country Diagnostic Desktop Mission In-Country Post-Mission • Identify quick win reforms • Identify issues for medium and long term program • Base Line data Collection • Identify potential organisations who can supply base line data • Develop a data collection plan • Collect the first iteration of data for analysis Review Preparation Fieldwork Follow Up
Post-Mission Follow Up Desktop Mission In-Country Post-Mission Once the in-country fieldwork is completed a typical post mission follow up would include: • Prepare and present a Trade Logistics Memo to counterpart agency • covering • Context & background • Process mapping & analysis • Supply chain hotspots • Strategy for technical assistance • Establishment of a reform leadership group to lead the reform program • Summary of recommendations • Action plan to guide reform action • Secure formal client agreement to proceed Review Preparation Fieldwork FollowUp
Post – Mission Follow up • Project Management • Formulate trade logistics intervention strategy with Global Trade Team based on diagnostics • Confirm funding • Create ER/PDS • M & E framework • Plan a follow up mission to: • Present action plan • Begin T/A • Confirm and develop data collection • Solicit agreement on next steps with counterpart
