European Council 8-9 March 2007 Key conclusions on renewables: endorsement of a binding target of a 20% share of renewable energies in overall EU energy consumption by 2020, endorsement of a 10% binding target for the share of biofuels in EU transport petrol and diesel consumption by 2020.
How do we get there? Wind energy providing 12% of electricity consumption by 2020?
The Commission is currently working to put these conclusions into practice via a legislative proposal to be tabled in 2007

Research priorities (DG RTD): Development of components and systems for turbines and wind farms External conditions, resource assessment and forecasting for wind energy Testing, standards and certification for wind energy systems Demonstration priorities (DG TREN) Demonstration of large scale systems for on-and off-shore wind farms Integration of wind power into the European power system Wind mapping for offshore applications First Call: Wind energy topics Expected impact: Cost reductions through improvements in technology, up-scaling of turbines, large-scale deployment (including offshore) and grid connection. Wind onshore costs should lead to below 0.04 €/kWh in 2020.

The SET-Plan pursues a dual approach to achieve the desired transformation to accelerate efficient and low carbon technolgy - Identify and propose "Large-scale target-oriented European Initiatives" to boost developments (e.g. wind, biofuels, energy efficiency in buildings, nuclear fission, carbon capture and storage, fuel cells and hydrogen, European grid…) These initiatives should be able to pool the critical-mass resources (human, infrastructure and financial) - "Structural measures" to provide stability and high political profile to energy technologies in the medium and long term. The SET-Plan could propose a dedicated Governance structure for European energy research and innovation, progressively leading to joint planning, coordinating, monitoring, and evaluating of European and national programmes and initiatives In addition, a number of support measures could facilitate these developments, e.g. technology watch, capacities watch, low carbon technologies information system, information and acceptance campaigns, etc… The first European Strategic Energy Technology Plan‘ (SET-Plan)
