HOW FAR HAVE CULTURAL FESTIVALS GONE IN THE PHILIPPINES? • In terms of number, the Philippines beats any country in the world! It celebrates more than 1,000 festivals in a year! B. Nowadays, the tourism factor is the number 1 reason for holding a festival, seconded by religion or tradition, the rest is because of trade and agricultural promotion
C. Many festivals have become big income earners like Panagbenga, or Ati-atihan or MassKara D. Cultural festivals however are a big vehicle to promote the legendary Filipino hospitality and is also an avenue to promote closer kinships and family ties
HOW WILL THE DOT RESOLVE THIS BASIC CULTURAL PROBLEM? • Re- orient the stakeholders on the value and significance of culturally-correct and historically-accurate festivals B. Promote the basic need for cultural research “OPERATION: TUNAY NA KULTURANG PINOY”
C. Train festival trainors and practitioners (choreographers, artistic directors, etc.) D. Give incentives to LGUs and institutions that will uphold the new orientation towards Philippine cultural festivals
WHAT ARE THE OBJECTIVES OF OTKP? • Develop correct and historically accurate cultural festivals and events in the regions based on research • Make these cultural programs part of tourist products package to be promoted both here and abroad

D. Build a strong CULTURE OF PINOY TOURISM or advocating the campaign, PUSONG TURISMO, DIWANG PILIPINO E. Create an effective networking with cultural institutions for a continuing collaborative program on the preservation and promotion of our cultural attractions and heritage sites
WHAT ARE THE COMPONENTS OF OTKP? • Cultural Research Local historians and local cultural leaders, through the help of institutions like NCCA, CCP, UP and local centers of cultural studies, will be tapped to assist in a thorough research on culture, history, traditions and arts as a root or basis of a festival B. Clinics and Workshops Experts guide local artistic directors and choreographers on the correct music, dance steps, costumes and props in developing street dance festivals
Culture of Pinoy Tourism Barangays are trained to be the preservers of cultural heritage and traditions, the protectors of the environment and the promoters of local tourism • Consultative Program on Creative Marketing • The LGUs are trained to be marketing experts in their own rights
E. Consultative Tourism Planning Program for the LGUs – The kind of tourism planning that OTKP will do will center on Filipino culture as the overriding theme of the local tourism industry. Under this program, LGUs will be taught to develop: - “culturalized” homestay facilities - orient hotel front liners on Filipino culture - create a special “culturalized” standard for tourist services
WHAT DO WE EXPECT TO SEE AND EXPERIENCE OUT OF OTKP? • Filipinos appreciating their own arts and culture • The community becoming the vanguard and protector of their local cultural traditions, heritage sites and their surroundings • The real Filipino culture is being promoted for tourism • The program, once completed, will make the entire country a CERTIFIED: PROUDLY PINOY DESTINATION!
IN SUMMARY, THE DOT CONTINUES TO – • Believe in the intrinsic value of culture in the life of the Filipino people • Uphold the basic notion that culture must be preserved but must be relevant to the changing times • Be guided in the policy that culture can be used to promote tourism but with greater sensitivity
