TEA Updates AMAOs STAAR and ELLs TELPAS
Annual Measurable Achievement Objectives (AMAOs) Part of federal accountability system Title III, Part A requires each state to develop and administer an annual English Language Proficiency assessment that is linked to the state-developed English Language Proficiency Standards (ELPS). TELPAS was developed to meet this requirement and is administered in the spring to all LEP students.
What are the AMAOs? AMAO 1 Progress - % of LEP students who progressed at least one proficiency level on TELPAS Composite Rating from 2009/10 – 2010/11 school year AMAO 2 Attainment - % or LEP students who received a composite rating of AH on TELPAS in 2010-2011 AMAO 3 AYP – Reading/ELA and Mathematics *District must meet all three objectives.
Calculation Method AMAO 1 • No subgroups (All LEP K-12) • 30 MSR (all LEP K-12) • Assignment of Shared Service Arrangement if LEA does not meet MSR and is a Title III SSA member • Special Analysis is available
Calculation Method AMAO 2 • Two subgroups • 1-4 years LEP • 5+ years LEP • 30 MSR (all LEP K-12) • Assignment of SSA level result available if LEA does not meet MSR and is a Title III SSA member • Special Analysis is available
When and how will 2011 AMAOs results be available? A “To the Administrator Addressed” letter will be posted with notification to LEAs All reports will be posted to the NCLB Reports link the TEASE. Possibly mid-November
Required Interventions AMAOs • First Consecutive Year • Send parent notification within 30 days of notification by TEA • Second Consecutive Year • Parent notification • Develop and implement a CIP • Third Consecutive Year • Parent notification • Update CIP and continue implementation • Fourth Consecutive Year • Determined by TEA
