Objectives • Highlight some important updates/changes of the NJA General Maintenance Manual from Revision 11, Temporary Revision 5. • Educate about these changes and updates are, and briefly describe policies involved. • Increase awareness of procedural changes. • Contribute to improved performance through training, by achieving more consistent policy “follow-through” with responsible regulatory compliance. • AND … to stimulate re-study of the latest NJA GMM policies and procedures. NJA GMM Volume 1 Changes Section II – Maintenance Policies • Policy 11: “Aircraft Status and Service Record” (Form M-1) – Deleted policy because of new initiative using BlackBerry application. • Policy 22: “Required Inspection Item (RII)” – Deleted requirements for “red ink” (for the red “X,” not for the “unsatisfactory” in the “Inspected By” block); updated RII table for Bombardier Global 5000/6000 fleet. • Policy 31: “Special Flight Permit (Aircraft having nine or less passenger seating)” – Deleted, refer to Policy 32. • Policy 32: “Special Flight Permit (SFP) with Continuing Authorization to Conduct Ferry Flights (Aircraft having 10 or more passenger seats only)” – Titled “Special Flight Permit (Ferry Flight)” and revised to reflect FAA Order 8900.1 update; Director of Maintenance may delegate authority to Director, Maintenance Operations, Director, Maintenance Control & Administration, or Manager of Maintenance Control Center. NJA GMM Volume 1 Changes Section II – Maintenance Policies (cont.) • Policy 33: “Director of Operations And Director of Maintenance; Responsibilities Concerning Ferry Flights” – Deleted note that requests SFPs from local FSDO for 9 or less and separation of 9 or less under CONTROL section; updated steps 1-3 and deleted steps 4-10; added Director Maintenance Operations; instead of designee, Director, Maintenance Control & Administration, or General Manager of Maintenance Control. • Policy 42: “Reduced Vertical Separation Minimum (RVSM)” – Added reference to “NJA RVSM Reference Guide” and updated listing of Fleet Applicable Manuals. • Policy 45: “Engine Oil Consumption Monitoring” – A completely new policy; brief review is provided in subsequent slides, be sure to examine the actual policy as delivered in the NJA GMM. NJA GMM Volume 1 Changes Section IV – Maintenance and Inspection Forms • Updated “Forms List,” deleted Aircraft Status and Service Record (Form M-1), and added Form M-12 “Special Flight Permit.” • “Special Flight Permit” – Redesigned as Form M-12; deleted Director of Operations signature requirement. Operations/Management Specifications • Added Clarification of 14 CFR 21.1 letter from FAA – stating lamination of Airworthiness Certificate is NOT considered as altering it. Policy 45: Engine Oil Consumption Monitoring Policy • An oil service reporting process has been developed to automate engine oil consumption rates for all aircraft; the “Aircraft Servicing - Oil Usage Report” assists in monitoring the oil consumption rate of specific engines and in developing troubleshooting plans. Manuals • OEM Maintenance Manuals; Flight Operations Manual (FOM); Airplane Flight Manual (AFM). Forms/Other • Daily Maintenance (Mx) Oil Report, A/C Service portal- Blackberry interface, MCC Operating Process OP-323- 01.131. Note: As this process is revised, a copy shall be provided to the Manager, Technical Publications or designee to forward a copy to the FAA for review. For Training Purposes Only
Policy 45: Engine Oil Consumption Monitoring Responsibility • The Vice President, Maintenance/Director of Maintenance or his designee is responsible for the content, quality and execution of this policy. Authority • The Vice President, Maintenance/Director of Maintenance has the authority to change this policy. Control • Servicing event based on data received from pilot and supplemented by R-T-S database portal entries. • Aircraft Servicing - Oil Usage Report: Targets only aircraft showing oil consumption rates of 70% of the powerplant OEM limit, as well as consumption rates at or above the calculated OEM limit; consumption rates are tracked in quarts added for the past 25 flight hours, converted from OEM hourly limit. Policy 45: Engine Oil Consumption Monitoring Duties/Responsibilities • Pilots: Complete engine oil service, enter oil quantity added on the BlackBerry Flight Log Screen and submit; when no data coverage, call MCC to record engine oil quantity serviced in the A/C Service Database. • Maintenance Control Center: • MCC Controller: Upon pilot request, enter engine oil quantity serviced, in the A/C Service Database. • MCC Fleet Supervisor (or designee): Review the Daily Mx Oil. Report for any aircraft and engine position showing the NJA-defined threshold 70% of OEM limits) and verify reported usage is reasonable, (e.g., 0.5 qts versus 5.0 qts.); if questionable, then confirm with data source; activate oil consumption troubleshooting task for the aircraft/engine position(s) in the maintenance tracking system, to show a troubleshooting task-due for the airframe/engine position and serial number, with a specified time limit. Policy 45: Engine Oil Consumption Monitoring Duties/Responsibilities (cont.) Note 1: If calculated oil consumption rate for an engine type is beyond OEM limits, repair prior to next flight. Note 2: If calculated oil consumption rate for an engine type is within OEM limits, inspection/repair will be planned. If beyond OEM limits • MCC Maintenance Controller: Open unscheduled work package (U) in the maintenance tracking system to inspect or repair the consumption discrepancy prior to next flight. • Assign oil consumption troubleshooting task to work package. • Contact repair facility for work acceptance. • Send Work Authorization (tally) to maintenance provider. Policy 45: Engine Oil Consumption Monitoring If beyond OEM limits (cont.) • Certificated mechanic or repair station: Complete engine oil service and record on Form M-2B and troubleshoot reported engine oil consumption; forward inspection findings, accomplished checks, and measurements to MCC; consult, through MCC, with OEM engineering department; record appropriate corrective action on vendor paperwork or M-2B and submit copy of completed M-2B or vendor maintenance record to R-T-S, as part of the maintenance release package; if applicable, place completed M-2B in Aircraft Logbook. If within OEM limits • Line Maintenance: Maintenance Planning: Coordinate with MCC to monitor daily maintenance tracking system Fleet Due List, or supplement reports to identify daily and forecast tasks due. • Create and schedule work package for future event in maintenance tracking system. Policy 45: Engine Oil Consumption Monitoring If within OEM limits (cont.) • Line Maintenance: Maintenance Planning: (cont.) • Assign oil consumption troubleshooting task to work package. • Coordinate aircraft routing through next day schedule planning. • Contact repair facility for work acceptance. • Send Work Authorization (tally) to the maintenance provider. • Return To Service (RTS): Enter in A/C Service Database the engine oil quantity service from vendor paperwork; review, approve, and accomplish data entry in the computerized maintenance work order package; release the work order package in the maintenance tracking system. Note: Aircraft Servicing - Oil Usage Report will pick up the specific troubleshooting task completion and remove aircraft/engine position(s) from the report. For Training Purposes Only

Operational Programs • Removed paragraph D. “Maintenance Vendors.” Chapter 9.
