    1. Utah’s Meth Mess! Environmental Remediation Legislative Update Shalece Kofford, RN, MPH National Alliance of Model State Drug Laws 07-08 August 2008

    3. History In 1992 the precursor law went into effect in Utah and in 1998, they included iodine on the precursor list. But didn’t really affect the lab rate – that was the year that it went up significantly. In 2004 HB 123 mandated cleaning up meth labs reported by the police – spend a little time talking about what exactly is happening with that law because it is still what we operate under even today. In 2008 legislative session, SB 209 passed which mandates research based standards for all meth contaminated properties. SO, here we kind of see that our laws aren’t necessarily proactive – mostly just reacting – we are on the wrong side of the curve. The dramatic reduction in locally produced methamphetamine has been accompanied by an increase in the availability of Mexican methamphetamine. Debriefings of former methamphetamine cooks suggest that purchasing Mexican methamphetamine is now far easier and cheaper than acquiring the chemicals and the secure location needed to manufacture it. 6. 2005 UDOH State Rule 392-600 Decon level 0.1 ug/100 cm2 Chosen in best effort to protect the public’s health Only addresses labs reported by the police Outlines preliminary assessment, work plan, decontamination process, sampling and confirmation sampling protocols, and final report But LHDs can set more stringent ordinances, which some of them have. They all use the 0.1 mcg/100cm2 but there are only a few who keep track of usage sites as well as labs. Some require a certified decontamination specialist to perform the sampling, while others allow for home testing. But LHDs can set more stringent ordinances, which some of them have. 12. Other Issues . . . 2004 was a while ago – what has been happening since 2004? Get stats on extent of meth use - like 64% of those being treated at women (compared to 22% in 2000) of those who use 75% are mothers in Utah – mostly using at home – maybe that is why we are seeing an increase in meth use sites. 7% are pregnant when they are admitted. Media coverage – Samplers popping up - not certified 2004 was a while ago – what has been happening since 2004?
