Participation in a Neighborhood Association promulgates participation in City affairs, and encourages outreach to neighbors for widespread participation in events and activities. Neighborhood Associations should be structured to promote a sense of community and inclusion, and should operate with the utmost transparency and adherence to the West Linn municipal code and community development code.” • Are there specific standards or expectations the statement assumes? • Sample: • “All NAs bylaws related to voting should conform to municipal code language.” • “NAs should have a transparent method of sharing email information.”
“Support a facilitated process for Neighborhood Associations…” • Once a clear Council statement of the purposes and expectations of Neighborhood Associations has been adopted… • Step 1: Coordinate facilitated meeting(s) with Neighborhood Association leadership to: • Discuss and share the Council’s statement of purposes and expectations • Develop consistent standards that may be necessary to implement the Council’s direction • Step 2: If requested, work with an NA to develop an implementation plan based on the Council’s statement of purposes and expectations • Step 3: Provide report back to the City Council on Neighborhood Association process by early 2010
