Step 1: Realization • Developing infrastructure is a lengthy and trying process • Great enthusiasm and great devotion are required • Errors will be made, remain committed to the path • Development is time and human intensive
Step 2: Investigate • Investigate the best opportunities • Thorough Investigation will provide the confidence in the selected path • Seek insight not only from experts but also from those men and women who have been in the arena • Seek insight from those who have succeeded and failed
Step 3: Evaluate • Evaluate the best projects and FOCUS • FOCUS on a short list of projects that are achievable • Remain FOCUSED
Step 4: Plan • Plan for the success of each project • Work with a partner who has been in the Arena • Jointly agree a budget and schedule including key milestones
Step 5: Action • Enable your project developers to take ACTION • Identify responsible parties and hold them accountable for schedules • Understand delays • Empower an official within the key ministry to be the point person • Choose a young leader, unafraid to Fail • Being in the Arena develops Capacity
