General Information • First drafted 1994, redrafted and initially adopted 11 December 1997 • Amended 2000 and 2001 • 187 states have signed and ratified the Kyoto Protocol to the United Nations Framework Convention on Climate Change • International legislation but not ratified by United States • Purpose: 37 “Annex I” industrialized countries commit to reducing the greenhouse gases carbon dioxide, methane, nitrous oxide, sulphur as well as HFCs and PFCs, all other make general commitments, overall aim to reduce by 5.2% from 1990 levels, limits don’t include international airlines and shipping
Main issue dealt with: Carbon Dioxide emissions plus other greenhouse gas increases from industry • United Nations Framework Convention on Climate Change (UNFCCC) is responsible for enactment and enforcement, but this occurs mainly at national levels with UNFCCC regulation
