IOOS system will serve Seven Societal Goals • Detecting and forecasting oceanic components of climate variability • Facilitating safe and efficient marine operations • Ensuring national security • Managing resources for sustainable use • Preserving and restoring healthy marine ecosystems • Mitigating natural hazards • Ensuring public health
National Framework • Nine RA organizing initiatives funded by NOAA • Various related RCOOS funds provided through Congressional earmarks • Ocean.US & National Federation of Regional Associations (NFRA) • Ongoing planning for national governance and relationship of RAs & federal agencies • Federal agency participation in global and national backbone and regional efforts
Responsibilities of Certified RAs • Oversee and manage the design and sustained operation of integrated observing systems that provide information to meet the seven societal goals • Responsible for design and coordinated development and operation of Regional Coastal Ocean Observing Systems (RCOOSs) • Establish geographic boundaries • Obtain and disperse funds required to operate and improve regional observing systems; and • Ensure the timely provision of quality controlled data and information in forms specified by user groups. • Proof of a governance structure that can deliver an integrated and sustained system by incorporating, enhancing and supplementing existing infrastructure and expertise in the region • Provision of an acceptable business plan that has been endorsed by stakeholders (data and product providers and users) from the region.
SECOORA Background • Years 1 and 2 Organizing Efforts Funded by NOAA Coastal Services Center: • Proposal submitted by SC Sea Grant with regional Program Team (NC, SC, GA, FL) • Funding at $100K Annually • Phase I (Year 1) Objectives (Oct 2003 Start): • Broaden regional engagement of diverse academic/ public/private sectors • To form a provisional Regional Association with a signed charter to carry the development of SECOORA forward • Phase II (Years 2 & 3) Objectives (Oct 2004 Start): • Strengthen the partnership by further integration of existing COOS elements and stakeholders throughout the southeast U.S. • Strategic and business planning
