  2. “A Shared Responsibility” • In Kansas, the Department of Social and Rehabilitation Services and the Department of Health and Environment share the responsibility to provide service to children under 3 (part C of IDEA).

  3.   5. Kansas Data: Substantiated Findings for Children under 3 • Total number of children under age of 18 696,519 (estimate) • Number of children under age of 3 108,657 (estimate) • Victims age 3 and under 1,599 substantiated findings (estimate Fiscal Year 2004)

  6. Substantiated Case Findings on Children under 3(Policy and Procedure Manual Changes Effective 07/01/04) • Social Worker shall make a referral to Kansas Infant-Toddler Services • Referral form CFS-2015 shall be made the same day or within one day of the case finding decision. • Copy of referral form shall be sent with the Notice of Department Finding to inform the parent of the referral.

  7. Children in Out of Home Placement • Social worker will send referral to county where the child is currently placed. • Referral shall include the location of the child. • CFS-2015 shall be sent to the contracting provider.

  8. Previous Referrals to Infant-Toddler Services • Referral made each time child under 3 is substantiated even when a child is currently receiving services or has been referred in the past.

  9. Location of Parent/Child Unknown • Referral is made even if the whereabouts of parent/child are unknown, social worker will indicate on CFS-2015 that location is unknown.

  10. Location of Infant-Toddler Services Statewide • Programs available for each community can be located on the KDHE website at http://www.kdhe.state.ks.us/its/download/network_brochure.pdf
