Scenarios for the Transport system and Energy supply and their Potential effectS Kick off meeting Brussels, January 29th 2004
Agenda • Opening and welcome 11.00-11.15 • Introduction and comments by the EC 11.15-11.45 • Short introduction STEPs partners 11.45-12.15 • Project summary 12.15-13.00 • Lunch 13.00-14.00 • Work Package 1: State of the art ongoing research 14.00-15.30 • Work Package 2: Overview of relevant trends and translation into parameters 15.30-16.30 • Any other Business/Closure 16.30-16.45
Project Summary: contents • Relevance of the Project • Objectives of the Project • Potential Impact • Project Management and Bodies • Work Plan • Work Packages 1 - 9
Project SummaryRelevance of the Project (1) • Objective 1 of the Thematic Priority 1.6.2: ‘Sustainable Surface Transport’ addresses new technologies and concepts for all modes (road, rail, water) • Area 3.1.2: ‘research, technological development and integration’: • development and promotion of clean, quiet and efficient vehicles • 30% fuel substitution by 2020 • conceive and test alternative and renewal fuel propulsion systems (Kyoto agreement, Euro V)
Project SummaryRelevance of the Project (2) • Objectives of Area 3.1.2: • to reduce the use of polluting transport means in populated areas while maintaining accessibility • transition towards an environmentally harmless transport system (renewable fuels, lower emissions) • Research Domain 1.10: develop, compare and assess possible transport and energy scenarios the STEPs project
Project SummaryObjectives of the Project (1) Overall objective of STEPs: ‘Develop, compare and assess scenarios for the transport system and energy supply of the future’ Taking into account: • state of the art research within and outside FP6 • autonomy and security of energy supply • effects on environment • and economic, technical and industrial viability including impact of potential cost internalisation and interaction between transport and land use
Project SummaryObjectives of the Project (2) STEPs has the following goals: • develop scenarios and translate them into recommendations and identify needs for future research • communicate and discuss the results and findings by holding Sounding Board Forums and Clustering Meetings Crucial: interaction between these two activities!
Project SummaryObjectives of the Project (3) STEPs contributes to these objectives by: 1 Research tasks: • assessing recent and ongoing developments and research (WP1) • identifying relevant trends in transport and energy and translate these in quantified parameters (WP2) • defining 3 scenarios (2020 and 2030, quantitative and qualitative) (WP3) • running models to produce forecasts of impacts of these scenarios (WP4)
Project SummaryObjectives of the Project (4) 1 Research tasks (continued): • assessing and comparing these impacts to determine the best scenario (from an economic and environmental perspective) (WP5) • drawing conclusions and giving policy recommendations (WP6)
Project SummaryObjectives of the Project (5) 2 Co-ordination tasks: • organising Clustering Meetings (interaction, dissemination) (WP8) • organising Soundboard Forums (research process, contents) (WP7) • collection and analysis of existing information (state of the art) (WP1) • dissemination of results (conferences, brochures, website etc.) (WP9)
Project SummaryPotential Impact (1) The project will try to answer crucial questions such as: • What are maximum achievements toward substitution of fossil fuels, in terms of: • energy consumption by energy type • greenhouse gas emissions (CO2) • share of fossil and renewable energy • Which measures have to be taken to achieve the targets? • What are the transport impacts of the scenarios on mobility patterns at European, national and local level and their secondary effects? • What will be the non-transport impacts?
Project SummaryPotential Impact (2) Efforts to co-ordinate and exchange results: • Clustering activities, bringing in experts and relevant actors to discuss and agree on scenario development and results (Clustering Meetings, Soundboard Forums) STEPs will contribute to: • Standards: EIA, SEA, IIA, TIA, ESPON • Policy development: strategic decision making. Time to decide (White Paper 2010)
Project SummaryProject Management & Bodies (2) Project Bodies: • Project Partners • Plenary Board: representatives of all partners meeting on a regular basis, related to milestones • Soundboard Forum: experts meeting to discuss contents of the project (2x) • Clustering Meetings: experts, delegates, EC, relevant actors and organisations, meeting to discuss outcomes and disseminate results (3x) • EC (contact through co-ordinator)
