Brief about Myanmar 11.10% Geography • largest on the mainland in south-east Asia • total land area of 676,577 square kilometer • International borders of 5858 Kilometer with- Bangladesh ,India ,China, Thailand and Laos • total coastal line length 2832kilometer. • 2090 kilometer (north to south )and 925 kilometer (east to west ). Topography • 50% of mountains and forests (northern and eastern)

Brief about Myanmar( Cont;) Population • 60 million Population • 135 ethnic groups • seven states and seven divisions • 70% of the population live in rural area and occupied in agriculture sector. Natural Resources Nay Pyi Taw, The new capital • the agriculture based economy • rice, minerals, teak and hardwood forest, onshore and offshore oil fields, precious stones and pearls of the highest quality. Telecom Policy • To increase the deployment of national telecommunications infrastructure. • To provide a financially viable telecommunications sector conductive to sustainable investment in telecommunications infrastructure. • To improve the efficiency and effectiveness of telecommunications service delivery to end users. • To provide telecommunication services at the affordable price. • To fulfill universal services obligation to the people

  5. ICT Policy • Promote cooperation for ICT development • Enhance competitiveness of the ICT sectors • Promote cooperation to reduce digital divide • Promote cooperation between State and private sectors • Increase the availability of information technologies to all the citizens of our country.

Function of Posts and Telecommunications Department Basically, PTD's function as a regulator is to support the Ministry on its policy making functions and to provide regulatory and legal support to the Union Ministry.The main duties and responsibilities of PTD include-1)    Supervises the operation of telecommunications and postal services2)    Coordinating and cooperating with international organizations 2)    RF Spectrum management 3)    Issuing and regulating different licenses 4)    Issuing and regulating different telecommunications related certificates 5)    Studying modern telecommunications technology and advise the authorities. 6)    Maintain list of telecommunications equipments within the country Spectrum allocation and spectrum assignment are done on first-come first-served basic and to national interest. Currently, any person wishing to use a telecommunication equipment in Myanmar requires a prior-allowance or licenses from PTD. Network operators also require licenses from PTD.

Current Regulatory Status • New telecom law had been promulgated on 8-10-2013. • New law allows international and domestic private sector can participate in free and fair competition. • Series of the following 5 regulation is posted on the web for public consultation- (1) Draft License rule (2) Draft Spectrum rule (3) Draft Consumer Protection rule (4) Draft Access and Interconnection rule (5) Draft Numbering rule

NETWORK FACILITIES SERVICE (NFS) LICENSE • Facilities – based and permits provision of telecommunications services . • Types of activities authorized by the NFS license include , but are not limited to , construction/ operation of and provision of telecommunications services over : • Terrestrial fixed line transmission facilities; • Terrestrial radio transmission facilities ; • Submarine cable facilities ; Satellite earth station facilities ; • Mobile base station facilities; and • Passive infrastructure used to deploy telecommunications networks

NETWORK SERVICE (NS) LICENSE • Services- based license , but not facilities- based . • No network permitted , except for switches , routers and processing equipment necessary to provide the licensed service (s.) • Authorized activities include telecommunications services that require leasing international transmission capacity and / or access to numbers pursuant to the Numbering Regulations, including, but not limited to : • Wireline connectivity services ,Terrestrial wireless connectivity services; • Satellite uplink and downlink connectivity services; • International and domestic network transport and switching services; and • International gateway services;

  12. APPLICATION SERVICE (AS) LICENSE • Services -based, but no facilities. No network permitted, except for switches, routers and processing equipment necessary to provide the licensed service (s.) • Generally does not authorize the licensee to offer telecommunications services on an international basis or those requiring scarce spectrum resources or numbers . • Activities authorized by the AS license include , but are not limited to : • Public payphone services; • Public switched data services ; • Audiotext hosting services provided on an opt.in basis; • Directory services; Messaging services; and Value – added services. • Internet service provider services;

  13. NETWORK FACILITIES (NF) LICENSE • Facilities –based, but no services. • NF is a passive infrastructure license • Authorizes construction, deployment and maintenance of passive telecommunications network infrastructure and the lease of such infrastructure to an NFS licensee. • Authorized activities relate to the deployment and maintenance of any type of passive network infrastructure relating to civil engineering and non – electronic elements, including, but not limited to: • Towers; Masts; Ducts; Trenches; Poles; and Dark fiber.
