C C L E C T H I N K I N G G R E E N C U S T O M S A short History • Established in the early 1970s. • MOU signed by 36 countries • Today has 38 members: • Anguilla, Antigua & Barbuda, Aruba, Bahamas, Barbados, Belize, Bermuda, British Virgin Islands, Cayman Islands, Canada, Colombia, Costa Rica, Cuba, Dominica, Dominican Republic, France, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Montserrat, Nicaragua, Panama, St. Kitts & Nevis, St. Lucia, St. Vincent & The Grenadines, Spain, Suriname, The Netherlands, Netherlands Antilles, Trinidad & Tobago, Turks & Caicos, UK, USA and Venezuela.

C C L E C T H I N K I N G G R E E N C U S T O M S Objectives Promote capacity building initiatives including human resource management and development programmes; Develop and encourage the implementation of measures to enhance border security, inter-agency cooperation and information sharing; Support regional efforts towards trade facilitation and Institute measures to promote integrity

  6. C C L E C T H I N K I N G G R E E N C U S T O M S Achievements Created a WCO/CCLEC Joint Intelligence Office to support the Customs Enforcement Network (CEN). Developed several Training Modules Established a Regional Vessel tracking System Provide training in law enforcement and trade facilitation, valuation etc. Played a formative role in Customs Reform and Modernization (CRM) programs in the region Established links with several regional and international organizations

C C L E C T H I N K I N G G R E E N C U S T O M S The role CCLEC can play as a key Customs agency Partnering with UNEP in creating greater awareness of the environmental protection issues Engage, encourage and support of Customs Administrations and their staff in protecting the national and global environment Maximize the use of the Internet Hosting Green Customs Initiative videos • Creating a special link on all of the 10 international organizations that partnered the Green Customs Initiatives on the CCLEC website

  8. C C L E C T H I N K I N G G R E E N C U S T O M S The role CCLEC can play as a key Customs agency Capacity building for customs officers to increase knowledge on environmental issues; enhance skills to enforce national, regional and international environmental commitments.

C C L E C T H I N K I N G G R E E N C U S T O M S Roles continue • Include in CCLEC annual training program specific courses on green customs initiative • Information sharing initiatives • Working with UNEP in developing a HS tracking system to report on import and export controls of ODS and other environment sensitive goods and precursors • Use of the JIO enforcement network to report on seizures and prosecutions of prohibited imports, exports and offences
