They have excelled in various roles and made significant contributions to their departments and communities.

Board of County Commissioner’s Employee Service Awards • Today’s honorees are recognized for outstanding service and dedication:
Rafael Villalobos - 20 Years • Rafael was born in Santurce, PR and moved to Orlando in 1989. • He graduated from Columbia College in 2000. • He was hired at Facilities Management in 1989. • Rafael started as a Helper and was promoted to Maintenance Technician and HVAC Mechanic. He is now a Project Coordinator for the East District.
Rafael Villalobos – 20 Years • Rafael has worked in all of the Facilities Management Districts. • He says he has been happily married to Myrta for 18 years and they have one daughter: Mercedes, who attends Seminole Community College. • In his spare time, Rafael enjoys music and dancing the Merengue. *
Shawn P. Steffenhagen - 20 Years • Shawn was born and raised in Orlando. • He graduated from Bishop Moore High School and Valencia Community College. • He was hired by Orange County in 1989 to work at the Water Department. • Shawn was hired as a Trades Helper and was promoted to Maintenance Technician and Carpenter I. He is currently an Operations Technician III. • He has a Water Distribution Technician’s Class “B” Certification.
Shawn Steffenhagen – 20 Years • Shawn started with Orange County working on mainline construction and interconnection. Over the past few years he has been working on protecting underground utilities piping. • Shawn has also served as the LIUNA Local 517 Union Representative. • Shawn has been married to Tammi for 18 years, but he says they have been together for 25 wonderful years. • They have two children: Shelby, 15; and Cole, 12. • Shawn enjoys fishing, hunting, camping, boating and building things. • He is very active on the St. John’s River, helping with restoration and upkeep of fixtures on the river and clean-up. *
Lavelle Renaye Shaw - 20 Years • Lavelle was born in Tampa, graduated from King High School and moved to Orlando in 1989. • She has earned a Certificate of Completion in Human Resource Management from Rollins College. She is also a graduate of Florida Southern College. • Lavelle was hired by Orange County in 1989 to work as an Administrative Specialist at Wastewater. • She was promoted to Correctional Service Officer in 1989, to Status Release Officer in 1994 and to Correctional Release Specialist in 2002.
Lavelle Shaw - 20 Years • Lavelle has received many awards including: Quality & Excellence Award in Inmate Records Department and Certificate of Achievement and Recognition for Court Event Performance. • She has completed the Supervisory Development Series, FDLE Instructor Techniques, FDLE Field Training Officer and several Emergency Management Courses. • She has one son: Le-Shane and three grandchildren: Sherrick, 15; Jaklynn 12; and Latasha 3. • In her spare time, Lavelle enjoys spending time with her family and traveling. She serves as President of her church’s Usher/Greeter Board. • She is also a member of the Deaconess Board at her church. *
Stacy L. McLean – 20 Years • Stacy was born and raised in Orlando. • He served in the Army during the Persian Gulf War. • He attended Valencia Community College. • Stacy was hired by Orange County in 1989. • He was promoted to Lieutenant in 2003 and to Training Officer in 2007. • He has assisted with more than 153 live fire training exercises without a single injury.
Stacy McLean – 20 Years • Stacy has been married to Regina for 19 years, and they have two children: Janaysha, 16; and Serenity, 8. • In his spare time, Stacy enjoys spending quality time with his family and attending church. • He also enjoys fishing, traveling and reading. • Stacy is is an ordained Deacon at his church where he also serves on the Executive Board of Directors, Finance Committee and Child Development Board. • He is also involved in the Pre-Marital counseling program at his church. *
Robert W. Saunders 30 Years • Bob was born in Rockledge and raised in Cocoa Beach. He graduated from Cocoa Beach High School and attended Brevard and Valencia Community Colleges. • Bob’s first job as a Firefighter was at the Cocoa Beach Fire Department in 1977. • He was hired by the Pine Castle Fire Control District in 1979 and joined OCFR in 1981.
Bob Saunders – 30 Years • Bob was promoted Engineer in Orange County in 1985 and Lieutenant in 1989. • He is active in Union Local 2057 and has held the position of Battalion Representative, Secretary/Treasurer, Vice-President, Chief Negotiator and he was the 3rd District Vice-President for Florida Professional Firefighters for Seminole, Orange and Osceola Counties. • He has been involved in many projects including: United Way and the MDA Fund Drive. • He has been married for nearly 30 years to Jackie and they have three children: Danny, 27; Stephen, 25; who are both firefighters and Christa, 21, who’s a dental assistant. • In his spare time, Bob enjoys playing and watching sports, cooking, going to the mountains and especially playing with his grandchildren. *
Carl. H. Long III 30 Years • Carl was born in Lawrence, MA, and went to four different high schools because his father was in the military. • He attended the University of Tennessee. • Carl was hired in 1979 to work at the Pine Castle Fire Control District. • Upon consolidation in 1981, he was assigned to Orange County Engine Company 51. • He was promoted to Engineer in 1984 and Lieutenant in 1995.
Carl Long III – 30 Years • Carl was recently re-assigned to the Training Division, where he delivers in-service classes. • He has been a member of the dive team for 5 years. • Carl assists with promotional examinations and is an adjunct training instructor for fire related courses. • He was a member of the Orange County team that assisted with Hurricane Andrew recovery efforts in 1992 and he was deployed to Flagler County in 1998 to fight wildfires. • Carl is married to Maria and they have four grown children. • In his spare time, Carl enjoys camping on island near Sebastian Inlet to enjoy great fishing. He loves to swap big fish stories with his fellow fire brothers. • He recently joined a softball league to get more outdoor exercise. *
Amelia Rice - 30 Years • Amelia was born in Manhattan, moved to Puerto Rico and then to Central Florida in 1977. • She graduated from Miguel De Cervantes High School in Bayamon, PR. • Amelia attended Catholic University of Puerto Rico and continued her education at Seminole Community College. • In 1992, she obtained the Lead Teacher certification from High Scope Educational Research Foundation.
Amelia Rice – 30 Years • Amelia was certified as a Validator in 1995 for the National Academy of Early Childhood Programs. In 2009, she obtained the Director’s Credential Certification from the Florida Department of Children and Families. • She was hired by Orange County in 1979 to work at Head Start. • In 1997, Amelia was awarded the Employee of the Quarter Award. • She is currently a Center Supervisor. • Amelia has been married to Timothy for 29 years and they have two children: Andrea, 25; and Tiffany 21. • She loves to read and she enjoys arts in crafts in her spare time. *
Robert B. Boyd - 30 Years • Bob was born in Jacksonville. His parents then moved the family to the Space Coast where his father helped construct the Vehicle Assembly Building at KSC. Bob’s family moved to Orlando in 1976. • Bob is a graduate of Cocoa High School. • He was hired by Orange County in 1979 to work at the old Fleet Management Facility near 33rd Street. • His first job was Maintenance Person I. Bob has since been promoted to Treatment Plant Operator, Shift Supervisor and Plant Operator/Shift Supervisor.
Bob Boyd – 3 0 Years • Bob is certified as a Treatment Plant Operator “C” and “B”. • He was a member of the Orange County Utilities Operation Challenge Team (Orange Crush) that competed in state and national events including: Employee rescue, equipment and line repair. • Bob was also a member of the Hurricane Katrina Mobilization Unit that assisted with the Wastewater Treatment Facilities Recovery Team in Gulf Port, Pass Christian, D’Iberville and Biloxi, MS. • Bob has two children: Jonathan, 21, a student at UCF; and Emily, 16, who attends Lake Howell High School. *
