Study to support IA Marine Knowledge 2020 Much work has been undertaken – process, involvement, pilots, studies This study is to 1) take these activities further and/or 2) to supplement the current knowledge level: • Build on the 2010 IA and the background analyses accompanying it and on the Communication • Consider in more detail: • benefits (i.e. gains from reduced uncertainty and innovation impacts from better knowledge) • Marine strategy framework directive: cost of data • Wind mills: costs of data in relation to building, constructing and operating including identification of main data types • Current practise in Member States regarding sharing of information used for licencing approvals • Legal options • Governance options The study is not a 'full' IA study, but a study to deliver targeted and specific inputs (answers to questions) into the IA Understanding – study scope and purpose Study to support IA of Marine Knowledge 2020
Study to support IA Marine Knowledge 2020 Current practise • Questionnaire yes/no – all • Elaborate interviews – combination of telephone, face-to-face and/or focus group • Only bathymetric, geological and meteorological data? Study to support IA Marine Knowledge 2020 Off shore wind farms • Only planning, building and operation? not licencing? • Getting access to relevant data can be difficult from 'operators' • We have much experience and will coordinate with info gathering re current practice • Requirements may depend on site specific conditions and MS specific legislation • Interviews – obtain data and feedback to consultant's hypotheses Organisation and legislation • Detailed initial discussion with DG-MARE • delineate and scope according to needs • identify possible needs for issues that should be covered in the interviews/questionnaires UnderstandingOff shore wind mills, organisation and legislation Study to support IA of Marine Knowledge 2020
Will inevitably be quite speculative and hypothetical – 'what if scenarios' Literature search not enough – we need an 'innovative and communicative process': • Inspiration will be sought through covering these issues during interviews • Mini-workshops could be held in Bruxelles (COM premises) – 4-5 people to discuss for half a day – promising examples could be sought quantified with inputs from relevant invitees Uncertainty and Innovation contribution Study to support IA of Marine Knowledge 2020
Study to support IA Marine Knowledge 2020 Tight schedule Information gathering is substantial and difficult Coordinated information gathering across themes All themes to be covered more or less simultaneously Reluctance from private actors to provide information? Lack of time and knowledge in public sector to enable the provision of information Benefit exemplification and extrapolation – even hypothetical and speculative assessments must build on some statements/sources to motivate their relevance Challenges Study to support IA of Marine Knowledge 2020
Much rest on the approach to information gathering: • Simple questionnaire surveys targeted wider groups • In-depth telephone interviews to 1) elaborate more on some issues and 2) obtain a sufficient background understanding to feed into the future extrapolation • Face-to-face interviews to provide answers that are more elaborate, based on concrete examples • Focus group interviews to stimulate joint 'out-of-the-box' thinking in order to e.g. establish cost estimates for MSFD, views on governance issues and reflections on benefits • Expert workshops to provide inspiration and concrete ideas for assessing benefits Information gathering is essential to addressing the challenges Study to support IA of Marine Knowledge 2020
