Neglected or Delinquent Students • Title I, Part D of NCLB • Services for children in local and State institutions for neglected or delinquent youth • Prevention services for at-risk students • Examples: juvenile detention centers, children’s homes, halfway houses, county jails, marine institutes and wilderness institutes
Neglected or Delinquent Institutions • MSID Designations • N = Neglected, Residential • D = Delinquent, Residential • B = Neglected, Non-residential • C = Delinquent, Non-residential • MSID Classifications • NP = Neglected Programs • JD = Juvenile Detention • JC = Juvenile Corrections • MP = Multi-Purpose
Neglected or Delinquent Institutions • Non-Public School Institutions • Kept in separate file at DOE • Have a unique code: A### • Assigned designations and classifications same as schools • Institution changes sent to DOE each summer by district MSID contact person
N or D - Reporting for Funding • Eligible Students • 5-17 years old • Reside in or served in a qualified institution • Meet the “count period” requirement • Count Period • District selects 30 day period, one day of which is in October • Identify eligible students served during the count period
N or D - Reporting for Funding - Continued • Report students in Survey 9 • Survey opens 12-3-12, closes 1-11-13 • Due date: 12-12-12 • Use Student Demographic format • No other formats required • Report the Institution Number, Neglected/Delinquent • Up to three allowed
N or D - Reporting for Funding - Continued • For many, school number = institution number • Report for students who left the district • Report residential and non-residential students • Residential used for federal reporting • Both used by the State • Mid-January – data reported to USDE
N or D – Performance Reporting • Occurs at end of year (Survey 5 used) • 2011-12 Survey opens 7-30-12, ends 8-31-12 • 2012-13 Survey opens 7-29-13, ends 8-30-13 • Only for students served by Title I, Part D funds • Only for students served 90 days or more • Data covers fiscal year • See handout regarding items used in the performance report.
Homeless • 2001 McKinney - Vento Homeless Assistance Improvement Act • ALL districts must report all homeless students • Reporting Homeless data is required regardless of whether district receives grant funding
Homeless • Report students who have been homeless at any time during the school year • Report students who are eligible to continue to receive homeless services in the current school year
Homeless • Federal/State Indicator Status format • Surveys 2, 3 and 5 • Data Elements • Homeless Student, PK-12(based on student’s residence at the time of initial identification this school year) • Homelessness Cause • Homeless Unaccompanied Youth (defined as a youth not in the physical custody of a parent or guardian)

Homeless • Federal/State Project Area and Model • 1st Digit – Project Type • 1 Title I Basic • 5 Title I Basic and Title I Migrant (blended) • 2nd Digit – Subject Area (Instructional Services) • Code the appropriate subject area for services provided (e.g. Math, Language Arts, etc.) • 3rd - 4th Digits – Model • 11 Homeless
Homeless • Multiple student records are reported if the student • receives more than one instructional service (or is served in more than one subject area) • participates in Regular and Summer Term • is served by other programs: Title I Basic, Migrant, Immigrant, Title I Part A Set Asides, etc. • is served in more than one school
Homeless In other words a record is generated for each • Project type • Subject area • Model • School • Term in which the student participates
Homeless • Federal/State Project - Support Services • Record the type(s) of support services provided • A maximum of 4 codes may be applied
