THE SITUATION • The information contains in this presentation demonstrate the progress made to date in the development of this new product. • Municipality amalgamations is a phenomenon that brings: • New Official Municipality names • Identical street name (911 impacts) • Renumbering of civic addresses • Postal Code changes • Renumbering of Postal Boxes 3

THE NEED • For Large Volume Mailers: • Uninterrupted communication with their customers • Ensuring delivery of their mail • Identify mailing address changes • Canada Post: • Obtain information for municipalities • Ensuring delivery of mail to the correct address • Respecting delivery service standards • Communicate changes 4

5. CANADA POST PROPOSAL • Offer Large Volume Mailers a data product they can use to update their mailing lists. The data will include: • Municipality name changes • Duplicate street names ( street and civic number) • Postal Box changes 5

CONTENT • The proposed files will offer: • Old and new municipality names • All point of calls for the street that will change • Civic to civic only • Postal Code - by Point of call • Post Office boxes • What the proposed files will not have: • The addresses that do not change • Rural addresses converted to urban addresses 7

LIMITATION OF USE • License agreement: • For mailing purposes only • Type of licensee: • Update own mailing list • Mail service provider • Software developer • Duration (to be determined -12 months?) • Commercial software for sale cannot contain data (data must be obtained from Canada Post) • Annual fee - non -refundable • Very similar to other data product licenses • Cancellation clauses 9

MATCHING GUIDLINES • To ensure maximum matching it is suggested that the mailing list be processed using an address Validation software prior to applying the new data. . • The address elements to match: • the civic number of the address • street number address suffix* • street name • street type • street direction • unit type* • unit number* • municipality name • province • postal code • * if this element of the address exists. 10
