State Reports Article 40 CCPR: • The StatesPartiesto the presentCovenantundertaketosubmitreports on the measureswhichtheyhaveadoptedwhichgiveeffectto the righsrecognizedherein and on the progress made in the enjoymentofsuchrights (….) • The Committeeshallstudy the reportssubmittedby the StatesPartiesto the presentCovenant. Itshalltransmititsreports, and suchgeneralcommentsasitmayconsider appropriate, to the Statesparties.

Inter-StateCommunications Article 41(1) A State Party to the presentCovenantmay at anytimedeclare under thisarticlethatitrecognizes the competenceof the Committeetoreceive and considercommunicationsto the effectthat a State Party claimsthatanother State Party isnotfulfillingitsobligations under the presentCovenant.

IndividualCommunications Article 1, Protocol no. 1 A State Party to the Covenantthatbecomes a party to the presentProtocolrecognizes the competenceof the Committeetoreceive and considercommunicationsfromindividualssubjecttoitsjurisdictionwhoclaimtobevictimsof a violationbythat State Party ofanyof the rights set forth in the Covenant. No communicationshallbereceivedby the Committeeifitconcerns a State Party to the Covenantwhichisnot a party to the presentProtocol.
