  11. Main Finding in NAR Lao PDR is classified as a country with limited institutional and human resource capacities to meet the requirements from the Rio Conventions. As a result the country fails to submit national reports to the convention secretariat. However, level of difficulty in preparing national reports might be different which depends on data information requirement and critical analysis to be reported.

Challenges and constraints • Weak institutional capacity and lack of in depth understanding of NFR-Project procedures and Structure. • lack of human resources (technical, English skills), sustainable funding, data collection, appropriated coordination, information dissemination systems and institutional synergie. • Limitation of specialize on three Rio Convention Replacement and recruit new project assistant • Insufficient support Awareness activities. • Weak Country ownership for effective implementation of FNR projects. • Insufficient support equipments such as computer.

Lesson learnt • Strongly coordination, data-information sharing or flowing system between internal and external. • More supported and advised from NSC, PNA, NC and IC to FNR Support Unit. • 3. Limitation of specialize on three Rio Convention. • 4. More support training and awareness activities at all level concerned

Conclusions • The country has shown its willingness to commit to obligations of the three Rio Conventions despite the fact that it faces many challenges such mentioned as above. • These are areas for the NFPs as well as related stakeholders to work together to improve their management framework and institutional synergies for national reporting to Rio Conventions.
