This HR Advisory Council meeting will provide updates on educator preparation programs, T-TESS/T-PESS evaluation processes, and challenges/solutions. Enhancing Leadership Capacity Institutes and loan forgiveness programs will also be discussed.

  7. Mind-Set Change The goal of T-TESS/T-PESS/SLO’S is not to provide feedback, but to develop and support a teacher’s/Principal’s ability to reflect upon and strengthen their own performance.

  8. T-TESS/T-PESS/SLO’s Are the tools to achieve: • Increased Student Growth/Achievement • Teacher Effectiveness • Administrator Effectiveness • Improved Culture • Increased Collaboration

Requirements for Evaluators T-TESS-Job Requirements • Attend 3 day training • Re-Certify on-line each year in June (For 3 years then every 3 years) • AEL, ILD or ILT to ILD certificate T-PESS? • Job description includes evaluation or appraise. Not just observe (+ 2nd appraisers) • Board Approved Certificate available from Teach for Texas Portal System T-PESS-Job Requirements • Attend 2 day training • Job description includes evaluation or appraise. Not just observe • Do we need to modify Rubric for APs? Certificate available from Region 13 website

  13. Administrator Job Requirements May want to include in administrative job requirements. • AEL, ILD, or ILT to ILD • T-TESS • T-PESS May want to send notice to all employees in your district of new requirements for administrative positions.

Student Growth Measures Roll-out 2017-18 (required) or Waiver (must pilot) 4 choices/combinations: • Student Learning Objectives; • Student Portfolios; • Pre and Post-Test results on district-level assessments; or • Value-added data based on student state assessment results. Proposed-Pilot for one more year. All districts required to pilot. Superintendent will need to request a waiver.

Subchapter E – Educational Aide Certificates 230.53 (c) An applicant for an educational aide certificate must be able to communicate, listen, read, write and comprehend the English language sufficiently to use it easily and readily in daily communication. See 230.11(b)(1)-(5) forgeneral requirements and options for meeting English proficiency. Types of Permits continued • Emergency Teaching Permit (ETP) • Issued by SBEC to districts that are not fully certified for the area that they are teaching • Non-certified • Lacking academic requirements • Based on a deficiency plan • Some may be renewed by completing a minimum of 6 hours that year • Maximum of three years without a standard certificate • Certified • For additional areas (i.e. Bilingual, Early Childhood) • Must complete deficiency requirements or test out

Types of Permits continued • Temporary Classroom Assignment Permit (TCAP) • For secondary use only • Teacher must be fully certified • For use to allow teacher to teach up to 4 classes outside of certification area • Teacher must have 6 hours in content area to be taught = 12/15 for Math or Science • Valid for one school year only • Filed locally only – not on SBEC

School District Teaching Permits for Noncore Academic CTE Courses • Authorized by TEC 21.055 d-1 effective 9/1/15 • Eligible Courses • Noncore academic CTE courses are CTE courses that are not eligible to satisfy foundation graduation course credit in mathematics, science, language arts, or social studies. This includes any CTE course not on the attached list. • Qualifications • A local board of trustees may issue the school district teaching permit for an individual teaching a noncore academic CTE course based on qualifications certified by the superintendent. Under the new law, the individual’s qualifications must include demonstrated subject matter expertise, such as: • professional work experience • formal training and education • relevant industry license, certification, or registration • any combination of work experience, training and education, or industry credential related to the subject matter he or she will be teaching. • A bachelor’s degree is NOT a requirement. • Criminal History

School District Teaching Permits for Noncore Academic CTE Courses • Classroom Management Training • Individuals teaching under a school district teaching permit for noncore academic CTE courses must obtain at least 20 hours of classroom management training and must comply with any other continuing education requirements determined by the local board of trustees. • Required Notification • Once a school district issues a school district teaching permit for an individual teaching a noncore academic CTE course, that individual may begin teaching the assigned course(s). Promptly after employing the individual, the law requires the district to provide the commissioner with a written statement identifying the person, the courses he or she will teach, and his or her qualifications to teach the course. The Texas Education Agency (TEA) will provide an integrated form to collect this information for individuals issued a school district teaching permit for noncore academic CTE courses (not subject to commissioner of education approval) and for all other courses (subject to commissioner of education approval). • Questions: sdtp@tea.texas.gov
