Shay’s rebellion • Massachusetts in 1787 • Government raised taxes • Fell on farmers and especially poor farmers • Daniel Shay and 1200 farmers intend to seize weapons at a state arsenal • State knew intention and had 4,000 guards waiting arrival • 4 farmers died • spread fear
What to do? How to fix the government? • Division starts • nationalists- stronger centralized government • ex) George Washington, John Adams, Ben Franklin, Alexander Hamilton • & Madison (leader in Virginia)
Alexander Hamilton (NY) calls people to gather and revise the Articles of Confederation known as Constitutional convention in Philadelphia • 55 people attended • 7 were governors • 8 had signed the Declaration of Independence • 39 had been members of the Confederation Congress
delegates chose George Washington (VA) to lead discussion • came up with 2 plans Virginia Plan and New Jersey Plan • VA plan helped big states • NJ plan helped smaller states
The Connecticut Compromise or ‘Great’ Compromise • House of Representatives represent population size (FL today has 25 on page RA7) • Senate from each state would have = representation (FL today has 2)
