  2. Review of work already done by IITB • An in-depth analysis of the household, agricultural and industrial requirements based on primary household & industrial surveys, followed by focused group-discussions and analysis • Major economic activities of the Rahata block have been studied and identified the need for interventions/support for those sectors which have growth potential • Detail Project Report (DPR) on Integrated Technology Utilisation for Rahata Block prepared. The findings are based on the following • Households, Agriculture and Allied Activities • Resource Availability and Usage • Industries • The recommendations of the report are focused on the following • Resource Utilisation • Industrial Development • Infrastructure, Agriculture and Allied Activities • Agricultural Practices • Information and Communication Technologies • Nine Technology Interventions has already been prepared and presented in the form of a “Detailed Project Report” (DPR) to the DST, GoI

Objectives of the project • The listed proposals aims to spell out the technological, marketing and other institutional requirements based on the various economic activities socio-economic setup of the chosen block • The selected technologies will be implemented as stated in the DPR for sustainable development at the block level • Assessment of the pre project and post project benefit will be carried out in order to verify the post project benefit (The Experimental Economic Approach)

Specifically, as given in DPR • Spell out the technological, marketing and other institutional requirements of various economic activities and examine how beneficial could the planned support be in empowering the different socio-economic groups of the society • The chosen technologies should help in: • Value additions • Improve Efficiency • Reduction of wastage • Provide avenues for employment generation • Achieve Sustainable Development

Rationale for taking up the Project • The rationale of the project are as follows: • The role of technology becomes more vital in an era of globalization and modern economy • Technology is a critical component in the process of production and income generation & hence development • The technology transfer mechanism needs to be strengthened at the grass root level • This project has chosen intermediate units – a Block or Taluka – as the unit for decentralized rural development based on enhanced technology use

Description of problem • The existing problems concerning the rural population cannot be sustained by land alone given the size of this population and its growth dynamics • The most plausible solution to this problem is the selection and adoption of modern technologies relevant to rural areas • Along with finance, infrastructure and human resources technology is significant in the process of overall development of an area and socio-economic wellbeing of the people. • In view of this, the possible technological interventions are identified with the aim to bring about an overall development in the selected study area, namely Rahata block, Ahmednagar District, Maharashtra

  11. Technical Details • This project intend to: • facilitate popular participation in planning local development directly or indirectly • increase efficiency so that decisions and actions can be taken more quickly focusing to local conditions

Description of Proposal The proposal carries forward the objectives outlined in the DPR • The recommendations are based on: • Evaluation of the existing technological practices, including the viability of the same • Technological and marketing needs assessment for Village and Cottage Industries and other related activities in the study area • Assessment of the local natural resource base • Prioritization of technological and institutional support based on the needs assessment • Economic assessment of technological support activities • Identification of possible socio-economic benefits arising from technological and institutional support extended to the people living in the specified area

Methodology & detailing stepwise activities • The implementation of the listed technologies in the DPR will taken up in a phased manner • Continuous evaluations of the established projects will be taken up in the second and third years • Modification (if needed) and up-gradation of the established projects will be undertaken • Changes to the existing structure carried out if felt necessary • Further, this work will lead to a research on Experimental Economics for the rural India

Parameters for monitoring the effectiveness • Whether the recommended projects were able to generate the required employment and the extent of employment generation • Has the pattern of employment diversified due to the implementation of the projects • Whether the projects are cost effective in terms of generating the required profits • Whether there has been any shift to higher level of economic status of the inhabitants of the block • Have the technologies been helpful in generating enough local participation from stakeholders, entrepreneurs and the local population • More importantly, has the adoption of technologies led to a balanced growth and sustainable development of the block

  16. Relevance to state priorities Creation and promotion of new appropriate technologies is very much emphasized and well articulated in the government policy on S&T intervention for socio-economic development

  17. Challenges and Constraints • There is no institutional mechanism in place for the transfer of technology to potential users • The mechanism that is required should take into account the diverse economic activities covering the diverse sectors and the wide range of beneficiaries, as well as the resource availability and resource constraints locally • The constraints are manifold considering these diverse needs and require innovative attempts to achieve the objective • Attempt should also be made to further refine the listed technologies so that replication of these is possible in other rural Blocks of Maharshtra and other states of India
