Gap Analysis and Recommendationsfor WRIA 8 Education and Outreach Strategy Annette Frahm Sage Enviro
Gap Analysis: Research Questions • Where are gaps in implementation of Salmon Recovery Plan’s communications and outreach recommendations? • What can WRIA 8 do to improve implementation of recommendations?
Gap Analysis: Methodology • Developed matrix: • Key salmon recovery issues • Key behaviors • Importance of behaviors to salmon recovery • Key audiences • Ease of behavior change • Possible joint efforts • Existing efforts
Gap Analysis: Methodology • Obtained information about existing efforts from: • Survey jurisdictions completed for WRIA 8 Progress Report • Follow-up interviews with several jurisdictions
Selected Findings • Many cities are involved in: • Lakeshore habitat (Lake WA Green Shorelines project) • Low-impact development • Volunteer restoration events • Natural yard care (STORM) • Auto maintenance, car washing (STORM)
Selected Findings: Gaps • Less activity in: • Overall support for salmon recovery • Habitat on rivers and streams
Recommendations for Actions: Top Priorities • Support for salmon recovery • Lakeshore habitat (support existing effort) • Habitat on rivers and streams
1. Support for Salmon Recovery • Continue and enhance Salmon SEEson • Continue annual tour of habitat restoration projects for elected officials • Work on messaging to connect with other important issues
2. Lakeshore Habitat • Support existing Green Shorelines effort
Green Shorelines • Use workshop results to develop outreach strategy • Possible audiences: lakeshore homeowners, real estate agents, contractors, landscapers • Possible strategies: technical assistance to property owners, demonstration projects • Enhance web site information
3. Streamside Habitat • Choose streamside property owners as new target audience for WRIA 8 • Some cities have done work with this audience • Bellevue: CAO workshops and handbook • Seattle: workshops, tech assistance, grants • Issaquah: workshops • Several cities have expressed interest
Snohomish County Model for Streamside Homeowners • Extensive research • Audience segmentation: urban vs. rural • Motivators • Kids, stewardship • NOT salmon, water quality • Barriers to better streamside stewardship • Out of sight, out of mind • Time and money • Fear of reprisal from county • Don’t know what “natural” is
Snohomish County (cont.) • Lots of work on messaging: “No charge. No inspectors. Just answers.” • Mailings to recruit participants for workshops and tech assistance • Workshops: 80% + implement one or more BMPs
Streamside Habitat: Proposed WRIA 8 Strategy • Do research to find out behaviors, barriers and motivations • Start 2009 • Test Snohomish County research findings • Use research results to enhance web site info and materials • Look for grants and partners for possible outreach in 2010+
