Office of Nuclear Materials Integration (ONMI) • February 2008 – Deputy Secretary Sell approved a conceptual model for a new nuclear materials integration office, and directs revision of the NMM Order to recognize the change in organizational responsibilities • July 2008 – NNSA Administrator establishes ONMI • Realignment of “Materials Manager” position from NA-10 to NA-50 • Supported by Service Center staff • April 2009 – Xavier Ascanio named as Director

  3. Functions of ONMI • Nuclear Materials Management Policy • Overseeing implementation of Department’s material consolidation and disposition plans • Managing the annual Nuclear Materials Inventory Assessment (NMIA) • Managing disposition of specific legacy nuclear materials (Inactive Actinides)

  4. Draft DOE Order 410.x Management of Nuclear Material • Updates 15-year-old order, which was focused on management of material in support of the weapons program • New order focuses on life-cycle management of nuclear materials • Establishes the integrating functions of ONMI, and introduces a Nuclear Materials Advisory Board (NMAB) and Lead Material Management Organizations (LMMO) • Program offices retain responsibility for management of their materials

Nuclear Material Advisory Board • Established by 410.x, the NMAB expands upon the charter for the disbanded Nuclear Materials Disposition and Consolidation Coordination Committee (NMDCCC) • Membership will be comprised of representatives of program offices (NA-10, 20, 30, EM, SC, and NE), and advisory offices (GC, security, OST, etc.) • Chaired by the ONMI Director • Provides Advise to ONMI, coordinates policy and guidance, and integrates DOE’s nuclear materials management plans and activities

  6. Lead Material Management Organizations • A DOE HQ element or field element assigned responsibility to integrate and coordinate the management of designated nuclear material types • LMMOs are designated by ONMI, in coordination with appropriate HQ and field elements • Evaluates storage and disposition options • Conducts analytical studies and prepares plans • Advises program and field elements on acquisition or disposition of designated nuclear material

  7. Summary • ONMI is open for business (Director and staff) • ONMI has a well-defined mission (new DOE order) • New material management practices are not well established • ONMI will work closely with other HQ and field elements to establish LMMOs and to develop guidance for Order implementation
