  2. “The modern Navy is a dynamic evolving organization that plays multiple roles and deals with multiple challenges. Manpower planning in the Navy and military does not occur in isolation. It occurs in a larger military environment of multiple missions and acquisitions, in a still larger context of national priorities, and an international setting as well. Each of these environments is changing and the future is uncertain. Many of the elements of change are familiar headlines.
