The initial Steps • Usalama was part of the civil society platform for the constitutional change • Usalama through PeaceNet had participated actively in the development of Peace Policy document together with government agencies • Usalama engaged with police reforms implementation committee that was formed to collect public opinion on police reforms before enactment of the new constitution in 2010
USALAMA APPROACH • Carried a baseline to determine the strength of the industry on the national economy. This also helped in determining the needs and the opportunity for growth mostly for small actors • Establish Citizen Consultative Forums for stakeholder engagement • Identify External Partners e.g. parliamentary committee on security and the parent ministry international players • Review of Policies and legal Frameworks for National and county Government Adaptation
Constitutional Opportunities • Following the passage of the new constitution, came new acts of parliament became a priority for security management: • National Police Service Commission • National Police Service • National Coroner’s Service • Independent Policing Oversight Authority • Private Security Regulation act

Opportunities cont.. • PART VI—COOPERATION WITH NATIONAL SECURITY ORGANS • 45.(I) Whenever called upon by a National Security Organ, the Inspector General of the National Police Service or the Cabinet Secretary, a private security service provider shall cooperate in the maintenance of law and order or in any other manner as may be provided for in the instrument of request. • (2) The Cabinet Secretary in consultation with the Inspector-General and the Authority shall make regulations generally to provide for any matter relating to the cooperation, scope, mechanism and command in the case of cooperation with the private security service provider.
