When: 2-6 Feb 09 Who: Wash NG and Port “Seagull” Interagency Where: Port Laem Chabang Primary Objectives achieved: Positioned Port LC staff to write their own Command and Control Standard Operating Procedures (C2 SOP) Demonstrated the importance of relieving Command Post of primary media coordination duties thru a robust media mgt tabletop exercise (TTX) Port Security- CMD & Control, Media Mgt, Incident Command
When: 2-13 Feb 09 Who: Wash NG and Port Laem Chabang’s neighboring Fire Dept leaders Where: Port Laem Chabang Primary Objectives Achieved: Enhanced Fire Dept interoperability between the six local units Created a combined teacher cadre to serve as regional trainers for follow-on events By including Department of Disaster Prevention and Mitigation (DDPM) HQ trainers, linked this regional event to national planners. This led to DDPM HQ decision to fund all Thai participation costs in May 09 event Port Security- WMD/HAZMAT/FIRE Response
When: 10-14 Feb 09 Who: Wash NG and Port Laem Chabang’s local Hospital, SriRacha Red Cross Where: SriRacha Red Cross Hospital Primary Objectives Achieved: Increased Hospital's Weapons of Mass Destruction (WMD) victim care and decontamination capabilities Prepared Thai med trainer to assist Wash in leading similar planned seminar in Bangkok in May 09 Port Security- WMD Hospital Medical Decontamination
When:10-12 Feb 09 Who: Dept of Disaster Prev & Mitigation (DDPM) Host Washington 3-man expert team Thai Participants - 35 provincial response leaders Where: DDPM's Training Academy, Pratumtuni Objective Achieved: Prepared DDPM to better support the follow-on National Security Council (NSC) Dirty Bomb Workshop Prepared DDPM provincial leaders to lead an actual emergency response Created DDPM experts to assist Wash lead the follow-on May 09 ICS seminar Incident Command System (ICS) Seminar
When:17-18 Feb 09 Who: Thai NSC to host Wash NG, FEMA, DTRA, APCSS and DOE experts Thai Participants: MoFA, MoD, Atoms for Peace, Min of Public Health, RTARF etc. Where: Siam City Hotel Bangkok (sponsored by NSC) Primary Objectives Achieved: Prepared and motivated NSC to lead a Thai-only Dirty Bomb TTX in May 09 Increased national level Thai leader awareness of the capabilities and value of the Mega ports Project at Port LC (to be handed-over to Thai gov't by US Amb in March 09 Enhanced Thai interagency by linking Atoms for Peace (Rad responders) to Thai National medical planners and radiation victim hospital leaders. National-level Tabletop Preparation Workshop - Dirty Bomb Response
When: 16-20 Feb 09 Who: Rajavithi Hospital hosted Wash NG Thai Participants: Medical teams with radiation mandate, Atoms for Peace Where: Rajavithi Hospital, Bangkok Primary Objectives Achieved: Improved Dirty Bomb EMT medical response skills Enhanced Thai interagency by bringing in briefer from Atoms for Peace, Thailand's radiation response agency Underscored need to purchase radiation detection equipment Radiation Victim Care Seminar for Medical 1st responders
When:23-27 Feb 09 Who: Dept of Disaster Prev & Mitigation (DDPM) host Wash NG team + MARFORPAC Iwakuni advisor Where: Chainat, Thailand – DDPM Urban Search & Rescue (US&R) Training Site Primary Objectives Achieved: Increased Thailand's Urban S&R enclosed space ops capacity, focusing on Thai trainer cadre (same Thai cadre as the July and Nov US&R events) Prepared DDPM to lead their a Thai-only S&R seminar for Thai Police and military planned for March 09.
