(1) • ▪Low productivity and (still) weak commitment towards engaging in • sustainable technology development • ▪ Limited innovation capacity, due to low interest and involvement in • RDI activities (including co-operation with R&D institutes) • ▪ Low degree of compliance with quality and environmental standards, • due to the low level of understanding the need for quality control, • certification, industrial property as well as of the necessity for • sustainable development and environmental protection • ▪ Digital gap in e-commerce, e-business, use of computer-aided • technologies and IT services, as well as (still) relative high costs for • telephony infrastructure and Internet DOMESTIC INDUSTRIAL ENVIRONMENT 2

(2) ▪ The research - industry relationship is seriously affected by their structural changes as well as by the presence of foreign companies with higher technology and productivity, restraining the access and participation of domestic research institutes in international and European industrial projects ▪The dissemination of research outcomes is rather slow and difficult and there are few incentives to determine their effective up-take by enterprises ▪ The (still) limited level of finance allocated for R&D prevent the concentration of important human and material resources on R&D projects with significant economic impact and international competitiveness DOMESTIC INDUSTRIAL ENVIRONMENT 3

Arm.Dpt. • The importance and role of research and technology development are reconsidered as follows: • ▪national level - clear recognition of the importance of research and • technological development for ensuring a sustainable and • competitive development • ▪sector level - need for better correlation of RDI policies with • other sectors’ development policies (covering industry, agriculture, • health, energy, environment, transports, regional development) • ▪public investment level - need to increase the budget share • for R&D finance, as well as the co-ordination of the parallel • planning and use of public resources for R&D (including both the • state budget ones and the private sources ones) IMPORTANCE AND ROLE OF RESEARCH AND TECHNOLOGY DEVELOPMENT 4

MAIN OBJECTIVES ▪Formulation of the National R&D and Innovation Strategy for 2007-2013, as well as elaboration of the instruments and procedures for its implementation, including the monitoring and evaluation system ▪ Formulation of the National R&D and Innovation Plan for 2007-2013 ( programmes profile, expected outcomes, evaluation indicators, etc.), including contracting and financing recommendations, as well as monitoring and control mechanisms to be applied PLANNING RDI POLICIESFOR 2007-2013 5

Arm.Dpt. ▪Fiscal policy - introduction of fiscal incentives for RDI activities in enterprises ▪Financial policies - promotion of adequate financial instruments and services for supporting RDI activities in enterprises ▪Competition policy - state aid reorientation towards supporting RDI activities in enterprises MEASURES FOR STIMULATING R&D INVESTMENT IN ENTERPRISES 6

Arm.Dpt. ▪Increasing the number and level of specialization, and improving the performances of personnel working in the research field ▪ Developing the RDI infrastructures in R&D institutes and universities, in order to ensure a material base comparable to the one in similar European institutions ▪ Improving the qualitative structure of the R&D system through the development of the S&T capacity in advanced technology fields STRUCTURING AND CONSOLIDATING THE ROMANIAN AREA OF RESEARCH 7

Arm.Dpt. • ▪Develope RDI activities achieved in co-operation by R&D institutes, • universities and enterprises • ▪Stimulate R&D activities in enterprises, including in-house research, • especially in high technology-related domains, by promoting RDI specialised projects • ▪ Support the setting-up and development of innovative firms, especially • in medium and high technology domains • ▪ Support the development of R&D activities and S&T services tailored according to the specific needs of the economic sectors (industry, agriculture, energy, environment protection, transport, constructions), by orienting sector R&D plans towards the medium and high technology domains through • ▪ technology modernisation and traditional sectors restructuring • ▪ implementation of the sustainable development requirements at • sector level STRENGTHENING CO-OPERATION BETWEENTHER&D SECTOR AND THE ECONOMY 8

TECHNOLOGY PLATFORMS ▪Launched with the aim to enable their further integration into the integrated technology platformsdeveloped at European level ▪Are focusing on the major technology domains that might become the main force lines determining the long-term structuring of the technology development and of the industrial environment at European level ▪ Represent essential means for ensuring the European industry competitiveness in the framework of economy globalization ▪21 technology platforms at national level,monitored byNASR in domains such as alternative energy sources, biotechnology, water management, nanoelectronics, nanomedicine, innovative medicines, sustainable chemistry, maritime transport, aeronautics ENCOURAGING PRIVATE SECTOR PARTICIPATION IN R&D ACTIVITIES 9

Arm.Dpt. ▪NASR actively supports both public and in-house research in order to use technology development to reach competitivity and reduce the existing gap between the European industries and the national one ▪ NASR provides direct support for the organisation and participation in national and international S&T fairs and exhibitions, thus contributing to the better dissemination and transfer of research outcomes towards the economy INCREASING VISIBILITY OF RDI ACTIVITIES AND OUTCOMES 10
