  3. Historical NYSERDA Funding

  4. Renewable Portfolio Standard (September 2004) • increase renewable electricity from 19% (2004) to 25% (2013) • main tier: medium to large scale generation facilities • customer-sited tier: fuel cells, PV, anaerobic, small wind • $741,000,000 ratepayer collections through 2013

  5. Regional Greenhouse Gas Initiative (RGGI December 2005) • cooperative effort between ten Northeast and Mid Atlantic states • first U.S. cap and trade program aimed at controlling CO2 emissions • 2009 cap of 188M tons for 6 years then a 2.5% annual drop for 4 years • since December 2008, NYS has had 62M tons available annually ($1.75 ~ $3.00 / ton)

EPA Clean Air Interstate Rule (CAIR March 2005) • decrease SO2 (70%) and NOx (60%) emissions across 28 eastern states and the District of Columbia (in 2015 vs. 2003 base) Battery & Energy Storage Technology Consortium (NY BEST January 2009) • industry / academia partnership focused on vehicles, PV & wind • launched with $25M from CAIR Upstate $100M GE Battery Plant (May 2009)

Transportation R&D • focused on product development with cost shared agreements, royalties and an emphasis on NYS businesses and job creation • recent expansion of focus to include services and “Underutilized, Commercial Technology” demos • long standing, collaborative relationships with NYSDOT, NYSTA, MTA, and numerous regional operators

Propulsion Gearbox for R160 Railcars Alstom Transportation, Hornell, NY • Successful Cost-Shared Product Development, Test, & Demonstration • Helped Alstom win a $2.3B contract for up to 1,600 new railcars – split with Kawasaki • NYS manufactured gearbox • Largest order of its type in the free world

Rail Switch & 3rd Rail Heater Controls Railcomm, Inc., Fairport, NY • Successfully developed and demonstrated 20 units at NYCT • Allows snow/ice melting on an as-needed basis – typically 17 days versus current 166 days annually • Estimated 120,000 MWh annual savings, if widely deployed at MTA • This type of system is now being deployed at NYCT with NYPA funding

  21. 3rd Rail Insulator Cleaning Device Mini, LLC, Bethesda, MD • Dirty insulators are leakage paths for stray electrical current to ground resulting in loss of electrical energy • Also exacerbating infrastructure corrosion due to stray currents • Estimated 22,000 MWh annual savings, if widely deployed at MTA • Study completed, building on TRB work, and proceeding toward a NYCT Demonstration

Energy Storage for Regenerative Braking • Trackside Flywheel Energy Storage Demo at LIRR • 2.5 MW Trackside storage; Co-funded by NYPA • Pentadyne flywheel modules • 2010 Demonstration at the Malverne Station • Trackside Ultra Capacitor Energy Storage - Prototype • 1 MW Prototype design, fabrication & factory test • Electrical Power worX Inc. – a small, growing NYS firm • Additional award to study ultracaps for on-car storage • Trackside Battery Energy Storage Demo at NYCT • Kawasaki Railcar Co. • 3 MW NiMHGigaCell Battery • 2010 Demonstration at Rockaway Station

High Conductivity Aluminum 3rd Rail Oak Ridge National Labs, Oak Ridge, TN • NYSERDA-facilitated study by DOE ORNL, with MTA, NYCT, LIRR, MNR • 1- 3% electrical energy savings potential for transmitting propulsion power • Additional life cycle savings potential due to manufacturing and recycling benefits of aluminium (est. 50% savings over steel rail) • Additional benefits: providing voltage support and avoidance of new substation requirements
