  9. RTDR and Winter Reliability Program Dispatch on December 14, 2013

  10. December 14th 2013 OP4 Event Background • This was a Saturday evening, which is problematic for the current DR baseline methodology. Results may not be indicative of performance for assets with different Saturday load profiles. • Morning Report projected a 275 MW surplus based on a load forecast of 19,550 MW (actual peak was 20,182 MW for hour ending 1800) • Forced outages were about 400 MW greater than anticipated • Deliveries to New England were about 686 MW lower than expected due to curtailments • Through hour ending 1600, loads tracked forecast, but then began to exceed forecast, climbing rapidly • At 1700 significant imports were curtailed, resulting in M/LCC 2 and OP#4 Action 1 being declared, as well as Winter Reliability Program DR Assets being dispatched (21 MW) • At 17:07 OP#4 Action 2 was declared and 248 MW of RTDR was dispatched (the entire net CSO for all dispatch zones) • At 17:40 Action 5 was declared; it was cancelled at 18:30 due to some imports coming back • At 20:45 Action 2 was cancelled, releasing the RTDR demand resources • At 21:46 the Winter Reliability Program DR assets were released

  11. Performance Reporting for Overlapping Winter Reliability Program DR and OP4 Action 2 Dispatch • Some assets that are mapped to FCM Resources are also participating in the Winter 2013-14 Reliability Solutions program subject to Appendix K of Market Rule 1 • During a coincident dispatch such as on 12/14/2013, the Winter obligations of the assets are incremental to the FCM resource obligation. • In coincident dispatch periods, performance for the Winter DR assets will be reported net of the portion of their performance required for the RTDR Resource to which they are mapped to reach 100% of its dispatched MW. • FCM Settlement includes entire performance from winter assets, and will be reported in total as well as net of performance attributed to the Winter asset dispatch.

  12. RTDR Performance during December 14th, 2013 OP4 Dispatch

  13. RTDR Performance on December 14th, 2013 Including all Intervals of Dispatch

  14. RTDR Performance By Hour Ending - Real Time Event 12/14/2013

  15. RTDR Performance By Hour Ending - Real Time Event 12/14/2013

  16. RTDR Performance of Real Time Event of December 14th, 2013

  17. Winter Reliability Program DR Asset Performance Across Entire Dispatch

  18. Hourly Integrated Winter Reliability Program DR Performance 12/14/2013 * Aggregate Winter Reliability Program obligation adjusted for number of dispatched intervals ** Adjusted for number of dispatched intervals and contributions from non-Winter Reliability assets

  19. Winter Reliability Program Demand Response Performance • Three assets, 21 MW obligation • 5 out of 10 possible dispatches were used over 17 hours • First dispatch on 12/14 dispatch was coincident with OP4 Dispatch • Other dispatches on 1/21, 2/9, 2/12, and 2/15 • Note 3 of 5 dispatches were on weekends • Average initial performance was 187% of obligation • performance on 12/14 was incremental to FCM obligations • over-performance occurred in 50 of 51 asset-hours • A follow-on Winter Reliability Program, including a DR component, is currently being discussed at the Markets Committee
