Unique Private Sector Engagement • Vision 100 --- Public Law 108-176 mandates a joint government-private sector partnership • Completely transform the current NAS into a Next Generation Air Transportation System • NGATS will be developed primarily on “user” driven requirements • Establishes a formal private sector organization to work collaboratively with the government development team --- NGATS Institute • Consolidates efforts by six Federal agencies into a focused single design and development program • FAA, NASA, DOT, DOD, DHS, DOC • Pooled resources (budget funding) • Shared resources (staffing) • Influence ongoing programs and technology development • Partnership to provide synergy, feature dynamic interaction • Provide funding to support specific JPDO tasking
Opportunities for Engagement • All individuals are eligible to participate (domestic and foreign) • Includes any existing qualified committees, groups and entities • Private Sector “Board of Directors” • 15major civil aviation associations --- Institute Management Council (IMC) oversees Institute operations and support to JPDO • Commercial, GA, Public Safety, Passengers, Academia, Airports, State Aviation, Manufacturers, pilots, controllers • Executive Committee (AIA, ATA, ALPA, AOPA, ATCA. JPDO) • Represent all aviation users and communities of interest • Individual Participation opportunities: • Integrated Product Teams (IPT’s) • Working on the future capabilities development • “grass roots”; bottoms-up planning and development • Over 230 private sector participants to date • Over 70 different companies and non-government organizations represented • JPDO identifies specific needs & Institute provides specific private sector resources (funded) • Studies and Technical Analyses • Research • Applied Technology Demonstrations • Other working groups and study teams as requested
NGATS Institute Users Perspectives • Emphasizes the need for users input and expectations to drive NGATS development via products and planning from JPDO: • New Concepts of Operations and Operational Improvements • Satellite-based air traffic management and navigation • Innovative aircraft technology • Based upon user business model concepts (economic ROI) • Support a system capable of supporting 3X current capacity • Greater commercial passenger access via under utilized regional and smaller airports • Greater GA and small aircraft transportation system development • Greater security with less intrusion • Shared situational awareness and network enabled information systems
How the Institute Supports User Involvement • Direct representation and access: • Executive Director member of JPDO management team (MIPT) • Institute Management Council (Private Sector Board of Directors) • Individual participation • Special groups and situational involvement • Institute website (http://www.ncat.com/ngats/index.html) • Two way communication with specific groups (such as National Safe Skies Alliance and State/Regional Transportation associations and committees) • Competitive awards for special studies and operational opportunities (full and open) • Goal is to ensure full and open access to NGATS Development process
2007 Activities • Kick off Backup SATNAV analysis for Agile Air Traffic Management IPT • NATCA joins IMC Board • CONOPS to be established by spring. • Institute staff conducting a status and performance review of private sector participation on the IPTs. • Identify and remedy gaps in user community participation • Strengthen collaboration and subject matter expertise • Enhance overall private sector engagement • Implement recommendations developed by IMC Action Team review • Anticipate six new funded task requests in 2007 • Emergency Management Operations (Security IPT) • Terminal area aircraft sequencing (Environment and Agile ATM IPTs) • Information sharing (Shared Situational Awareness IPT) • Weather benefits (Weather IPT) • Spectrum Analysis (Agile ATM IPT) • Operational Safety Analysis (Safety IPT) • Transition from development planning to pre-implementation • Operational tests and evaluation of applied capabilities • Focus on mid-term goals and objectives • Identify and execute projects and early operational opportunities that support transition from current NAS to NGATS • Increased emphasis on Airports and Airport infrastructure requirements to support a 3X capacity goal
