TRANSAC Conference Call 03/06/08 • On 03/06/08 a TRANSAC meeting was held via conference call. • TRANSAC members and Economic Request Sponsors were present. • All three Economic Request Applications were discussed to determine whether they were valid/ invalid and local/ sub-regional requests.
Valid/Invalid and Local/ Sub-regional • “Montana Wind and Wires” • Study was deemed to be a Valid and Local study without anyone’s objection. • NWE will perform study work. • “Garrison Pump Storage” • Study was deemed to be a Valid and Sub-regional study without anyone’s objection. • The application will be send to NTTG for their review. • “MSTI Alternative” • Study was deemed to be a Valid and Sub-regional study without anyone’s objection. • The application will be send to NTTG for their review.
Montana Wind & Wires Study • Objectives of MWWG Study • Evaluate transmission impacts caused by installation of wind farms in selected high wind areas. • Quantify congestion for various levels and locations of new generation. • Estimate the cost of transmission upgrades to alleviate the congestion.
Assumptions Provided by the sponsor • Different Levels of Wind • 100 MW • 250 MW • 500 MW • Areas of Development • Glacier/ Toole counties • Wheatland/ Judith Basin counties • Park/ Sweet Grass/ Stillwater Counties • Delivery Points: Interconnections to west & south • Machines to be used for modeling : GE 1.5 MW wind machine.
Study Plan • Base Case Conditions • 2015 (hopefully) • Generation • No proposed queue generation. • Plus • 100 MW or • 250 MW or • 500 MW • Increase exports to the neighboring systems • Versus reducing existing generation dispatch. • Light Loads
Study Plan Point of Receipt (POR) • Do not define individual wind farm interconnection requirements. • Assume • Glacier/Toole = Cut Bank • Wheatland/Judith Basin = Judith Gap and/or Two Dot • 50% each? • Park/Sweet Grass/Stillwater = Columbus-Rapelje.
Study Plan Process • Build Express Line • Build an appropriate sized line from POR to POD. • Use Existing System • To connect the Wind Farm to the nearest Transmission line for point of receipt and study the impact on the transmission system. • Reliability • Maintain future network customer capacity • Mix of the two
