Impact Statement: Women Impact Group: Rural women who are poor and vulnerable to GBV, ages 18-50, in households with less than .5 hectares of land, without access to or control of other sources of revenue. Analysis Program Practice Learning and Impact Underlying Causes of Poverty Impact Vision By 2025, women from the impact group will have dignity and fully enjoy their rights. Trends and Context A society where women lack voice, access to land, social networks, participation in decision-making and where violence against women is normalized as an accepted means of discipline. • Breakthroughs • The solidarity group approach (Nawe Nuze) is nationally replicated at a grand scale by other actors. • A new electoral code is adopted and applied. • The government adopts a law to address gender-based violence. • A national network of men for the transformation of socio-cultural barriers of gender inequity is put in place and officially recognized. PatrilinealCulture upholding Gender Inequity Impact Measurement Conflict Women will be empowered: If women know their rights and have access and control over resources and revenue; If women participate actively in decision-making within formal and informal structures, and relations between men and women improve; and If the legal environment supports the fulfillment of women’s rights and socio-cultural discrimination is positively transformed. Governance Over-population Learning, Building Knowledge and Influencing • Suggested Areas of Strategic focus: • Reinforce women’s economic power through the promotion of the Solidarity Group approach (Nawe Nuze). • Promote sexual and reproductive health rights. • Involve men for women’s empowerment. • Reinforce capacities/knowledge on key policies and laws that promote women’s rights. • Promote and reinforce women’s decision-making and networks in and across informal structures. • Promote women’s representation and quality participation in formal decision-making structures. • Advocate with other actors and allies for the revision, adoption and application of laws and policies promoting women’s rights. • Develop approaches for the transformation of socio-cultural barriers. Women are marginalized by lack of representation, accountability, and by laws institutionaliz-ing their subordinate roles in society and the home. Cultural pressures for large families at the expense of women’s SRH rights; paired with a country dependent on land and struggling to meet the needs of a growing population.

  2. Impact Statement: Children Impact Group: Orphans and other children vulnerable to the abuse, denial and violation of their rights, ages 6 to 18, living in economically vulnerable households. Analysis Program Practice Learning and Impact Underlying Causes of Poverty Impact Vision By 2025, orphans and other vulnerable children, ages 6 to 17 – particularly girls – will be empowered and see their future with hope and confidence. Trends and Context Lack of voice or consideration for the rights of children, particularly girls, orphans and other vulnerable children within communities. • Breakthroughs • Validation and use of integrated learning modules by the government that highlight key themes pertinent to the lives of children in formal and informal education. • The Solidarity Group approach (Nawe Nuze) is nationally replicated at a grand scale by • other actors. • Adoption of community mechanisms to monitor and hold families and communities accountable for the education and protection of children. • Adoption of a Plan of Action to ensure implementation of the National Policy on OVCs. • Key institutions have ownership over the National Policy on OVCs. Impact Measurement TraditionalHierarchy Conflict Governance Over-population Children will be empowered: If their capacities (knowledge of rights and obligations, education, life skills) are reinforced; If they participate in decision-making and discussions in formal and informal settings; and If the legal and socio-cultural environment guarantees their access to protection and equitable rights. Learning, Building Knowledge and Influencing • Suggested Areas of Strategic Focus: • Work with schools and communities to teach children responsible citizenship. • Reinforce and promote family and community roles in education. • Reinforce the economic capabilities of the impact group’s families. • Redefine formal and informal groups in different contexts to support children’s rights (Committee for the Protection of Children, recreational clubs, school management bodies) • Reinforce and institutionalize groups and structures to enable children’s participation in decision-making. • Advocate for the adoption and effective application of laws and policies that promote children’s rights. • Transform socio-cultural barriers violating children’s rights. • Reinforce the capacities of key structures and institutions to apply laws and policies protecting children’s rights. • Advocate for the integration of innovation in education to include rights, civic education, SRH, life skills and other key competencies relevant to the rights and needs of children. A government that struggles to overcome the effects of war, corruption, transparency and rule of law, where children’s voice and rights are not traditionally considered. A small country that relies heavily on land and struggles to ensure education, health, protection and future opportunities for its children.
