Watershed Planning Act – HB 2514 RCW 90.82 • Passed in 1998 • Provides grant program, framework and general process for developing and adopting local watershed plans • Local citizens, local govt., tribes, state agencies • Required and optional elements
Required Element Water Quantity • Water supply • Water use • Strategies to meet future needs including instream and out-of stream needs
Optional Elements • Water Quality • Are WQ standards being met • Habitat • Must protect or enhance fish habitat • Instream Flow • If no approval, Ecology “may promptly” initiate rule making
Process and Funding • Phase 1 – Organization • $50,000 per WRIA • Phase 2 Assessment • $200,000 per WRIA • Phase 3 – Plan Development/Approval • $250,000 per WRIA • HB 1832 – Supplemental funding up to $100,000 for each IF, WQ, multi-purpose storage per WRIA • Potential $800,000 per WRIA
Plan Approval • Plans due 4 years from Phase 2 spending • Approval by consensus of all Planning Unit members • Approved plan submitted to counties • Hold public hearing, convene joint session • Approve by majority, or reject; can’t amend • Obligates state agencies to adopt rules and counties to adopt ordinances
Current Status of 2514 • 42 of 62 watersheds planning; 33 Planning Units • 30 watershed w/intent to do instream flows • 24 potential water quality • 24 potential multi-purpose storage • 10 plans due in 2003; one completed (Yakima) • Approximately $24 million so far in grants to locals and state agency assistance • No $$ for implementation

Phase 4 Recommendations • Add funding for Phase 4 of $100K/year with a 10-25% match • Amend 90.82 to provide for “Implementing Governments” and an Implementation Lead Agency for coordination and oversight • Require detailed implementation plan in 1st year • Amend 90.82 to provide for periodic review and update of watershed plans • Enact a new revenue program to generate funds for water-related infrastructure projects and watershed management programs
