  2. ADEME The French Agency for the Environment and Energy Management • Created in 1992 • Areas of intervention • Air quality, Waste reduction, Energy management, Environmental management, Rehabilitation of polluted sites, Renewable energy, Noise • Implementation of public policy through: • Facilitating and enabling R&D • Advice and support for decision-makers • Dissemination of best practices           • Budget: • over 260 million euros per year « ADEME’s networking approach to innovation for sustainable development » Céline Phillips, French Agency for the Environment and Energy Mangement

  3. ADEME’s R&D activities • From finalised basic research to industrial development • Stimulating and enabling innovation: • Funding: (55 Million euros/year) • R&D projects, PhD grants • Facilitating collaborationand exchange of tacit knowledge between players • Facilitating European & International scientific cooperation: • Funding networks & projects • European Technology Platforms • National Contact Point for FP6 « ADEME’s networking approach to innovation for sustainable development » Céline Phillips, French Agency for the Environment and Energy Mangement

  4. Challenges faced by ADEME’s Innovation Policy • Fostering circulation of knowledge • Fostering cooperation • Respecting the 3 dimensions of sustainable development: Economical, Environmental, Social • Demand is not the only driver, environmental and social performance must be taken into consideration too • Integrating multiple actors in policy-making • Main players:Science, technical, users, regulators « ADEME’s networking approach to innovation for sustainable development » Céline Phillips, French Agency for the Environment and Energy Mangement

  5. Facilitating public-private R&D partnerships:AGRICE • Network / programme established in 1994 • Objectives: • Creating new markets for agricultural products: energy, chemical and materials • Renewable resources and limiting greenhouse gas emissions by • Networking • Steering • R&D projects « ADEME’s networking approach to innovation for sustainable development » Céline Phillips, French Agency for the Environment and Energy Mangement

  6. French Technological Research and Innovation Networks (RRIT) • Established in 1998 • Fostering public-private partnerships • R&D programmes: • Calls for proposals - projects carried out by consortia • Networking at all levels • programme steering committee, management & coordination, collaborative projects • Examples • Fuel cells: the « PaCo network » • Land transport: PREDIT « ADEME’s networking approach to innovation for sustainable development » Céline Phillips, French Agency for the Environment and Energy Mangement

  8. Conclusions • Innovation will only occur if science, technics, users and regulators cooperate and exchange knowledge • Sustainable development implies that the market cannot be the only driver – environmental and social performance must also be taken into consideration and a wider range of players involved • Research and innovation networks which enable: • cooperation within R&D projects • Integration of muliple actors in policy-making are now proven to be a valid tool for ADEME’s public intervention « ADEME’s networking approach to innovation for sustainable development » Céline Phillips, French Agency for the Environment and Energy Mangement
