FY09 HR/IPD Priorities-Review of Process • “What are we working on?” • Inventoried universe of joint HR/IPD initiatives currently underway or planned • Took stock of status of completion of each initiative
FY09 HR/IPD Priorities-Review of Process • “Which of these initiatives is strategic? Which advance previously identified organizational objectives?” • Mapped current initiatives against key HR and IPD Plans, including: • IPD Strategic Plan 2006-2009 • HR/IPD FY08 Joint Strategic Workplan • Country Program Strategic Plan Corporate Objective • FY09 ODL/DRDO+DVP Workplan
FY09 HR/IPD Priorities-Review of Process • “What does IPD HQ and Regional senior operations management see as the most important HR initiatives at this time? Where does HR sit within the hierarchy of operations priorities?” • Surveyed IPD Field Operations Group on hierarchy of importance of 70+ ongoing operations initiatives (including HR) • Established ranking hierarchy based on multiple scoring methodologies to identify HR priorities
FY09 HR/IPD Priorities-Review of Process • “What do IRC’s country programs see as the most important HR initiatives at this time? What support are country programs requesting from HQ?” • Analyzed 21 CPSP Corporate Objective logframes and operational plans • Identified key HR themes, strategies and support needs
FY09 HR/IPD Priorities-Review of Process • “What is feasible to achieve within remainder of FY?” • IPD DVP and HR Director examined available departmental resources; competing priorities; and estimated timeframes for completion; • Identified narrowed list of priorities for remaining 6 months of FY • Presented recommendations to HR and IPD Leadership and received endorsement from SVP/VPs.
FY09 HR/IPD Priorities • Professionalize the HR function at the country level • Operationalize a set of standard HR systems and tools • Enhance IRC’s competitiveness as an employer of choice • Develop the leadership and management skills of country program managers • Strengthen inter-departmental coordination and planning (between HR and IPD) • Enhance recruitment and retention of top talent
Next Steps • Continuation of action on priorities not accomplished by end of FY09 • Incorporation of highest level HR priorities in IRC Action Plan; IPD Program Quality Improvement Plan • Annual workplanning for FY10 • Systematic review of progress and continuing relevance by HR and IPD leadership
