House raising (a.k.a house lifting, house elevating and house jacking) is the process of lifting a house and building a new, or extending the existing, foundation below it. During the elevation process most houses are separated from their foundations, raised on hydraulic jacks, and held by temporary supports while a new or extended foundation is constructed below. The living area is raised and only the foundation remains exposed to flooding.

During the elevation process most houses are separated from their foundations, raised on hydraulic jacks, and held by temporary supports while a new or extended foundation is constructed below. The living area is raised and only the foundation remains exposed to flooding. This technique works well for houses originally built on basement, crawlspace, and open foundations. When houses are lifted with this technique, the new or extended foundation can consist of either continuous walls or separate piers, posts, columns, or pilings. After the devastating effects of hurricane Sandy, the Federal Emergency Management Agency (FEMA) released new elevation standards for areas that were affected. These were called Base Flood Elevations. They are the computed elevation to which floodwater is anticipated to rise during a base flood and is a regulatory requirement for the elevation or flood proofing of structures. House companies started popping up all along the east coast. Some were legitimate while others saw it as an economic opportunity and cut corners. As a result of the latter, houses were dropped. (You can read more about that here). Since then, New Jersey passed laws requiring house lifting contractors to meet certain criteria for insurance coverage, equipment, and experience.
