Brief History • Existing Strategy developed in 2008 and implemented from 2009/10. • Originally aimed at sites with 5 or fewer workers – evolved this year to 15 or fewer • Three aspects to delivery • Inspection activity inc’ intensive inspection initiatives • Communications • Advice, Guidance (inc WWT).
Achievements • Significant inspection history in past 3 years – currently over 30 % of activity is on small sites. • WWT increase capture of small businesses to c40% • HSE website simplified • Four busy builder sheets produced – • 1 more at printers • 2 more in development • CSkills producing similar on solar panels
Proposal • Update the existing 3 year strategy and roll forward for a further 3 years (PHASE 2) • The target audience of 15 or fewer on site should remain but be clarified to focus on small firms operating small sites • Activity should focus primarily on contractors on site – with ‘trackback’ where significant failings lie elsewhere • Continue to concentrate on a few key risks • Work at height • Respiratory risks inc’ asbestos • Welfare and good order
Proposals cont……… • HSE continues to devote approx 30% of inspection resource to this area • HSE guidance is simplified and focused more towards small sites, e.g. more Busy Builder sheets, re-draft of HSG150 • Industry ensures that its own guidance is clear on how to achieve compliance as distinct from best practice • HSE and industry work together to identify clear unequivocal messages and just as importantly how to deliver them, (e.g. through the materials supply route?)
Proposals cont……… • HSE continues to support WWT with funding and administrative assistance • Industry to increase tangible support to WWT, (funding, venues, demonstrations, free training places, …….) Comments welcome
