What Is A Survey • A systematic study of existing facilities and the determination of future needs • Not directly concerned with the instructional program • Though instruction is a consideration • It deals with the relationship of educational plants to the instructional program • Planning is the key to success • Choices define our planning
The Purpose Of A Survey • To make plans for housing the educational activities of students and staff for the next several years • Carefully study all available data regarding colleges and the relationship to current COFTE • And the projected changes in COFTE • To have a thoughtful, orderly development of a program that will provide classrooms and ancillary facilities to support the total college program • In the present • In the future
The Best Survey • Combines the whole facilities package: • Inventory • Planned Budget • Planned Expenditures • COFTE • Complex ? • Yes • Complicated ? • No • Comprehensive ? • Yes
Our Mission • Be accountable to the source • Inventory • Survey • Funding & Expenditures • Students (COFTE) • Make everything understandable • Produce a system responsible to its purpose • Managing data • Planning tool
Our Goals • Provide the best training and support possible for transition to the new system • Provide high-quality support for the new system • Reduce the time it takes to compile the survey • Have a system that is easy to use • Integrate all facilities subsystems into one system
Our Objectives • Make your jobs easier • Save the colleges time • Conserve the colleges resources • Above all: • Make everything • Clear • Simple • Concise
Costs Data • Construction cost data are from historical records using the state cost construction index (CCI) compared to state and national indexes and then applying the index to known historic cost data • Other finance data are imported from the original source or supplied by you
Source of Data • COFTE is imported from the Community Colleges data base • Inventory data is imported from the Community Colleges data base • Matched against SREF • Mismatch report
Prudent Choices • Those who are wise, follow sound advice Aristotle • We designed and built EFIS for all agency users • Here’s our best advice • Assign your own college staff to do the Survey • Don’t depend on temporary or contracted human resources
The System • Transition • From Excel spreadsheet • To dot.net • Internet • Microsoft Explorer
Project Priority List • After the Survey is submitted and approved, you can create a PPL with a few clicks
Project Priority List • An exact match of the survey recommendation(s)
Help • All parts of the new Educational Plant Survey system have specific help items • On screens with a • Click the icon and a pop-up box will appear • A link to the Survey User’s Manual • A section number for specific help • From the Table of Contents, “Control” & clickthe Section and you will go directly to the information
Limitations • Some data are imported • Inventory • Most recent data on full surveys (point in time) • Supplemental/spot surveys (point in time) • COFTE • Projected 5 years out (5 full years from the official beginning point of the survey) • Finance • Everything we have, we populate for you • Cost of construction per GSF: new, remodel, renovate • Some data must be provided by you • Recommendations for site related work • Plans for new construction, remodeling, renovation • Expected cost (if different from standard computations)
Security • Only board employees have access to EFIS • Each college has a security contact who authorizes access and then OEF approves individuals • Update capabilities • Read only authority • Run reports • You can logon from any computer in the world and review/work on the survey • It’s available 24/7
Support • Mostly, we want YOU to be able to use the system to do “YOUR” work • We don’t want to do it for you • We don’t want you to have to get someone else to do your work • So, we have tried to make it easy • It works the same for every college in the state
Suggestions • Make sure the inventory is accurate before you begin • All recommendations are tied to the inventory and the facilities lists • If the inventory is wrong or the facilities lists are carelessly planned • Everything else will be wrong or carelessly planned
