  2. THE PS 150 WAS DEVELOPED BY HEADQUARTERS WITH IMPUT FROM THE POSTMASTER ASSOCIATIONS. IT IS USED TO DETERMINE THE NUMBER OF HOURS A POST OFFICE IS OPEN EACH DAY AND ALSO THE GRADE LEVEL OF THE ASSIGNED POSTMASTER. HOW IS THIS DETERMINED? BY WORK SERVICE CREDITS WHICH ARE BASED ON POSTMASTERS RESPONSIBILITY, REVENUE, TYPE AND NUMBER OF DELIVERIES, SEASONAL WORKLOAD, EXCEPTION CREDITS AND DEDUCTIONS.

  3. WHEN IS A PS 150 COMPLETED? • THE INSTRUCTION ON THE FORM STATES • VACANT OFFICE • POSTMASTER INITIATED • 3 YEAR MANAGEMENT REVIEWS

  4. A VACANT OFFICE IS AN OFFICE THAT HAS NO PERMANENT POSTMASTER ASSIGNED TO THAT COMMUNITY. THIS USUALLY HAPPENS THROUGH A PROMOTION OF THE CURRENT POSTMASTER OR A RETIREMENT. THE DISTRICT HAS A RESPONSIBILITY TO HAVE A PS150 COMPILED AND THEN TO VERIFY THE SUBMITTED DATA. IT IS THE POOM’S RESPONSIBILITY TO VERIFY THE DATA SUBMITTED AND TO THEN SEND IT ON TO HUMAN RESOURCES FOR OFFICE AND POSTMASTER LEVEL DETERMINATION. A VACANT OFFICE MAY BE USED FOR A REASONABLE TIME PERIOD FOR TRAINING PURPOSES.

  5. WHEN DOES A POSTMASTER INITIATE A PS 150 AND HOW? THE POSTMASTER BELIEVES THAT THE OFFICE MAY QUALIFY FOR THE NEXT GRADE LEVEL DUE TO DELIVERY OR REVENUE GROWTH OR OTHER CONDITIONS CONTAINED ON THE FORM.

  6. THE POSTMASTER SHOULD DOWNLOAD A PS150 FORM FROM THE BLUEPAGE • Under Forms for old style hand performed • Under Human Resources Link for the WSC Calculator THE POSTMASTER SHOULD REVIEW ALL THE CRITERIA BEFORE COMPLETING THE FORM PAYING CLOSE ATTENTION TO THE EXCEPTION CREDITS AND DEDUCTIONS

  7. NOW YOU’RE READY TO PUT YOUR FACTS TO THE FORM! Get your totals for your Carriers, PO Box Sections (including branches and stations), General Delivery from the IMAQ web page at http://imaq/, click on IMAQ Tools>Delivery Statistics, and drill down to your delivery unit(s). Get your Revenue Units Revenue Units from http://mnpb1:10065/GrossRev/GrossRevQuery which is usually updated in February following the close of the current FY. That makes February or March the best time to initiate a PS 150 LETS GO TO THE FORM!

  12. Revenue Units • What is a Revenue Unit? It’s the average revenue for 1,000 pieces of revenue-generating mail and special service transactions. The revenue unit helps determine the proper cost ascertainment grouping (known as CAG ) for Post Offices. • When is a Revenue Unit Updated? The Revenue Unit is updated annually each year and is usually posted in the February or March Postal Bulletins. • WSC’s for Revenue are derived by dividing your total revenue for the last fiscal year by the updated revenue unit. You then break down that number according to a formula. The resulting computation is used to determine the WSC on the PS150.

  13. ZONE OF TOLERANCE • What is the Zone of Tolerance?It is a range established above and below the established WSC range of a Post Office level. It performs as a buffer so that offices do not jump from one level to the next and back again. It also serves as a protection to Postmaster pay. ZOT is only considered during the term of current Postmasters. If an office becomes vacant it goes up or down based on the matrix immediately. • You are the Current Postmaster and You are in the ZOT now what? This is a two year waiting period from the date of PS150 submission. Keeping records of the receipt of the PS150 is a necessary evil. Two more PS150’s will be completed the first a year from the date of the original and the second a year after that. You are responsible to submit the additional PS150’s! • What Happens then? After the third PS150 is submitted and verified wherever the WSC’s falls on the Matrix determines the level of the Post Office.
