  1. Deaths, heavy damage after quake in western Juliandia Lundstrup (dpa) - A powerful earthquake measuring 7.6 on the Richter scale struck western Juliandia on 5th, causing deaths and major damage to the city of Rudenotto near the quake epicentre. Officials in Lundstrup, the capital, said they feared a huge death toll as the quake destroyed almost 75 per cent of the city of Stevenhampton. Officials however refrained from sugges- ting an exact number of the death before the official announcement by the governor's office, and would not comment on press speculation that put the toll above 20,000. More than 184 mostly critically injured victims have been transferred to hospitals, reports said. Russia was among the first countries responding with offers of assistance, with Moscow announcing within hours of the quake that it would dispatch two planes with supplies and rescue workers

Assessment mission planning • The UN Country team has you to develop a plan for a rapid assessment mission to the disaster affected areas (Dona County) • The plan should include: • Main scope of mission • General Terms of Reference • Key partners (include/interview) • Assessment methodology • Reporting procedures • Resource requirements

  3. Coordination structures The government of Juliandia has requested the United Nations team to facilitate the coordination of the international assistance. The ERC has stated that the cluster coordination protocols should be utilized even though this has not yet been incorporated in the Disaster Management Plan. The HC has requested you to draft a proposal for coordination structures and assign cluster leads and designated organizations working in the area to relevant clusters. Discuss how individual agency plans will fit into the broader relevant cluster plans. It has been agreed to keep the number of clusters low.

  4. Funding mechanism • The UNCT in Juliandia urgently requires financial resources in order to mount its initial response to the earthquake. You have been requested by the HC to propose the most effective way to acquire funds. • Discuss the pros and cons for the following funding mechanism: • - Individual agency appeals (UNICEF’s EPF) • Inter agency Flash Appeal • CERF

  5. Working with the Military You are about to establish your field presence in Stevenhampton office, which consists of three big tents. The area needed is about 50 by 30 meters. Since several international military forces are operating in the same area, the domestic military commander asks you to share the space (a large football field, which is much bigger than your need) with a military force. • What are your concerns? • What are your opportunities? • What additional information would you need?
