  2. Which is the situation in China… China is keeping rapid industrial development, against the challenge of insufficientcoal, power, oil and transport, frequent accidents , industrial hazard and casualty.

  3. The goal of work safety standardization…. work safety standardization comes into being and becomes an important means for fostering the steady improvement of work safety situation in all sectors and establishing a constantly effective mechanism for safety management in enterprises.

  5. Process of work safety standardization In China, the construction of work safety standardization may date back to1964,when the idea “Coal Mine Quality Standardization” was proposed by the former coal ministry.

Process of work safety standardization Up to the early 80s, to control continuous rise of accidents in coal mines, a campaign of “quality standardization and high safety level” was developed in the coal mines in 1986, which was intended to enhance work safety through quality standardization, considered that safety and quality are mutually complementary and closed connected, and safety is never independent of quality. “Quality Standardization and High Safety Level”

In 2004,The state administration of work safety published an “Instructive Opinion on Quality and Safety Standardization Activities” to instruct the nation’s quality and safety standardization activities in different sectors such as coal mines, metal and nonmetal mines, hazardous chemicals, firecracker, metallurgy and machinery. process of work safety standardization

On Apr. 15, 2010, the state administration of work safety officially published an industrial standard for work safety entitled“Basic Norms for Work SafetyStandardization of enterprises” (standard No. AQ/T 9006-2010)as the fundamental guideline for the nation’s work safety standardization . Connotation of work safety standardization China’s work safety standardization, in nature, requires enterprise to analyze safety risks, establish prevention mechanism, safety responsibility mechanism, work safety management system and operation rules, ensure that all production processes and duty comply with the legal regulation and standards relating to work safety; attain, maintain a certain criterion and improve, upgrade continuously, so that the staff, machines and work site under the best safety status.

Connotation of work safety standardization China’s work safety standardization emphasize regulated, scientific, systematic and legislated work safety effort , strengthen risk and process control, pay attention to performance management and continual improvement, agrees with the basic law of safety management. It is an organic combination of advanced safety management ideology with China’s conventional safety management methods and the practical conditions of enterprises.

Any enterprises that fails to achieve the respective standard within the time so define will be temporarily deprived of their production permit and work safety permit; Any companies that has not attained the standard within the time granted for rectification will be closed by the local government under the law.

  26. 1.Both China’s work safety standardization and the globally recognized OHSMS are the methods for modern safety management methodology. • 2.The existence and development of them could enable systematic, scientific, institutional and efficient safety management for enterprises. • 3.China’s work safety standardization is a generally applicable work safety management model that agrees with China’s situation and is acceptable for the majority of Chinese enterprises.
