  5. SECTORS • REGIONS Align SDS and public sector provision with industry demand Inform Government and SDS policy

Purpose of RSAs • A single, agreed evidence base to inform future investment in skills, built up from existing evidence • Composed of reports and data matrix • They will help to: • Support the SFC and Regional Colleges, Strategic Bodies (University of the Highlands and Islands, New College Lanarkshire) and College Boards (Glasgow Colleges’ Regional Board) in negotiating Regional Outcome Agreements (ROAs) • Provide a framework for aligning SDS investment in individuals and businesses • Assist partners in planning their strategic investment in skills • Highlight gaps in national and regional skills evidence

Sector Skills Investment Plans • Clearly articulated and communicated statement of skills needs facing the sector • Identify the skills priorities that support the sector to achieve its growth potential • Framework for better alignment of skills supply with industry articulated demand through the action plan • National focus and emphasis on industry engagement and commitment Partnership process: Industry leadership groups, sector organisations, SFC, colleges, SDS teams

So far • Earlier stage of development than sector planning • Highlands and Islands SIP • Launched October 2014 • Partnership – SDS, HIE, SFC, UHI, local authorities • Five key themes • Meeting the current skill needs of employers • Planning for the future • A region for young people • People attraction and place attractiveness • Strengthening the employer voice in the skills system • Other regions – in development. Imminent: • Glasgow and Clyde Valley, Aberdeen City and Shire, Edinburgh and South East

A Strong Track Record • Developing the future workforce: • Post Graduate Diploma In Career Guidance and Development /Qualification in Career Guidance and Development • SDS delivering LMI modules since 2012 • Developing the Existing Workforce – Embedding LMI in Careers Information: • Training and Development: • CPD for SDS Careers Staff • Induction and Advance Course - Dynamics of the Labour Market Module • LMI Champions in each Area Office and LMI National Group • Co-production of LMI for teams • UKCES National Recognition – cited as good practice in Research Report on Careers Information and LMI (2014)

A New Approach • Learning and building on previous track record – what worked – what could be improved? • Joint project between Skills Planning Team and Careers Team in SDS 2016/17 • Principle: Integrate LMI into a wider Evidence Base (SLDR destinations data, FE/HE data, demographic data) which tells a more joined up, cohesive story about qualifications, skills, the labour market and future growth. • Customer first approach – identifying the key information that our clients need to make informed careers choices • Identify the needs of our Careers staff to be able to impart this information • Develop a consistent and accessible tool for Careers staff • Objectives

The Tool • Early Win: • Key LMI of relevance to Careers staff - extracted from the the Regional Skills Assessments • Designed to support national Career Management Skills Groupwork sessions in schools across the country • Presented as a summary slide pack at local authority level • Accessible online through SDS intranet • Launched June 2016 • Advanced Tool • Partnership project between CMS and Skills Planning Team to maintain customer focus • Development through core team and testing and refining with Careers staff • The tool will feed in to CMS delivery in schools in two national groupwork sessions – (1) Changing Labour Market and (2) Destinations • Due to launch January 2017 – for each local authority area

Moving to Business As Usual • This tool is for a distinct purpose – supporting CMS groupwork sessions • Following launch, we will move to a ‘Business as Usual’ approach to support Careers staff embed an evidence based approach into their day to day work and help tell the joined up story • Linking advisers in SDS to the demand side, via SDS sector managers and employers. • AND supporting the future workforce: • Proposed plans to integrate the LMS Module at UWS with the Evidence Base. • Develop the model through a partnership approach with CMS and the two University partners
