The Older Americans Act • An Act to provide assistance in the development of new or improved programs to help older person through grants to the States for community planning and services and for training, through research, development, or training project grants, and to establish within the Department of Health, Education and Welfare an operating agency to be designated as the “Administration on Aging”.
The Administration on Aging AoA is the Federal focal point and advocate agency for older persons and their concerns. In this role, AoA works to heighten awareness among other Federal agencies, organizations, groups, and the public about the valuable contributions that older Americans make to the Nation and alerts them to the needs of vulnerable older people. Administration on Aging (AoA) • The OAA establishes the Office of the Secretary the AoA which is headed by the Assistant Secretary for Aging in the Department for Health & Human Services. • AoA is one of the nation's largest providers of home- and community-based care for older persons and their caregivers. Our mission is to promote the dignity and independence of older people, and to help society prepare for an aging population.
State Units on Aging (SUA) • The SUA is designed to be the leader relative to aging issues on behalf of all older persons in the State. • Carry out a range of functions such as advocacy, planning, coordination, information sharing, brokering, monitoring and evaluation. • SUA designate Area Agencies on Aging. Area Agencies on Aging (AAA) • OAA intends for AAA to be the leader to all aging issues on behalf of older persons in the planning and service area they are designated to. • AAA carries out functions related to advocacy, planning, coordination, inter-agency linkages, enhancement of comprehensive and coordinated community based systems of care, and more.
Kentucky’s Area Agencies on Aging & Independent Living • There are fifteen (15) Area Agencies on Aging and Independent Living (AAAIL) in the State. • Each of the AAAILs are attached to the Area Development Districts (ADD) in the State. • Each AAAIL is responsible for general planning, development and implementation activities as follows:
Kentucky’s AAAIL • Create multi-year plans for the development of comprehensive, community-based services which meet the needs of older adults in their communities. • Provide information on and advocate for available services, programs, and policies that affect seniors within the service area. • Coordinate Older Americans Act, state General and other funds which support the service delivery system.

Title III Services Eligibility under Older Americans Act • The statute requires that priority consideration is given to persons with the greatest social and economic need with particular attention to low-income minority individuals, rural elderly, frail elderly, older persons with severe disabilities, older persons with limited English speaking ability, older Native Americans, caregivers of individuals and persons with Alzheimer’s disease or related disorders. • 60 years of age and older or the spouse or disabled child may receive meals. • Currently the program is based on donations for services. All donations collected are put back into the program and used to purchase additional services.
Senior Centers/Nutrition/Support Services • A variety of services and activities occur at the many senior centers that exist in our state. • This program is designed to provide seniors with at least one-third (1/3) of the recommended dietary allowance (RDA) as often as possible. • There is at least one senior center in every county of the Commonwealth where congregate meals are served at least once a day five days a week. • Home-delivered meals are provided to thousands of seniors who are homebound and not able to attend senior centers. • Provide information and assistance, outreach, health promotion, recreation, education, counseling, employment assistance, transportation, telephone reassurance, advocacy, friendly visiting, and more.
Title III D Health Promotion and Disease Prevention This program is designed to maintain or improve the health & well being of older persons through evidenced based programs. • Programs and services in risk assessment (health, medication, nutrition, and injury control) • Health promotion through education, exercise programs, self-help, and counseling Assistant Director - Bluegrass AAA
Homecare • Statewide program, administered by DAIL. Designed to prevent institutionalization for as long as possible. • Eligibility: • 60 years or over • Functional disability (impairment in 2 physical activities of daily living or 3 instrumental activities of daily living or Impaired in 1 ADL and 2 IADLs) • At risk of institutional care or in a nursing home or personal care facility • Payment: sliding fee scale based on % of the federal poverty guidelines, family income; no fee for assessment or case management services.
Homecare • Services Available: • Assessment and case management • Home-delivered meals • Personal care: assistance with bathing, toileting, and other activities of daily living • Home health aide: health care requiring a physician’s order, can be done by a trained aide under the supervision of a registered nurse (such as catheter care, medication assistance)
Homecare • Homemaker: housekeeping tasks such as cooking, cleaning, laundry • Home Repair: minor modifications for safety and mobility • Chore: help with heavy household tasks • Respite: relief service to regular caregiver • Escort: accompaniment to physician, dentist, or other service
Adult Day & Alzheimer’s Respite Program • Community-based • Designed to provide social & related supportive services to persons 60 years of age and older. • Designed to solve some difficulties of daily living while staying in the mainstream of community life • Eligibility: • Physically disabled or frail • Need care during part of the day • Experiencing mental confusion • Likely to benefit from the individualized attention & social structure • Any age with diagnosis of Alzheimer’s or related disease

Personal Care Attendant Program • This program was established by the Kentucky General Assembly and mandates personal care attendant services for severely physically disabled adults age 18 and over. • The client must be mentally alert with permanent, temporary or recurring functional loss of two or more limbs. • The disabled adult has the management responsibility of hiring, supervising and firing the attendant. National Family Caregiver Program • Eligibility: • A person caring for an individual over 60 years old or caring for an individual under the age of 60 with a diagnosis of early onset Alzheimer’s. • A grandparent or other relative caregiver must be 55 yrs old or older and caring for a child under age 18 • An adult 18 yrs old or older with a disability, if under care of grandparent or other relative caregiver Services offered Information, Assistance, Counseling, Respite Care and Supplemental Services,
Kentucky Caregiver Program • Kentucky Caregiver Support Program • Grandparents Raising Grandchildren • Supports the grandparent • Services include support groups, education, training, counseling, respite and supplemental services (vouchers available to eligible participants). • Information and assistance
Long Term Care Ombudsman Program • This program is designed to advocate on behalf of residents of long term care facilities. • Residents rights, prevention of elder abuse is the core purpose of the program • Kentucky has a State LT Care Ombudsman. • Regional LTC Ombudsman • Every district has a District LTC Ombudsman. • Program also has certified Ombudsman Volunteers
SHIP (Benefits Counseling) • The State Health Insurance Program provides a information, counseling and other resource assistance to persons who are Medicare and/or Medicaid recipients. Benefits counseling is provided in areas such as prescription drug coverage, long-term care insurance, Medicare, Medicaid, etc.
Title III Legal Assistance • Legal Assistance - This program provides legal assistance, consultation and representation to seniors and disabled.
Aging and Disability Resource Center • Information, Assistance and Referral Services • Single Point of Entry • Resource Counseling • Call Center for all function including intake and screening • New Initiative/Not Funded
Senior Employment Programs • Assists low-income individuals 55 years of age and older with subsidized community service training positions. The Aging Network • This was a brief overview of the Area Agency on Aging Network (of programs and services). • This network of services must continue to grow and develop in order to be able to meet the continued need of the growing older adult population. • Local/Community support must continue to ensure that the Aging Network is able to meet the need of older adults in the future.
