  2. Situation in the Baltic’s is as follows: Latvia is balancing Estonia via open deliverycontract with Russia; Lithuania has own open delivery contract with Russia. Tariff principles between Estonia-Latvia: if Estonia helps Latvia decrease the amount of balance energy vs Russia, the tariff for Estonia is profit-making; contrarily - the tariff is lossmaking max balance energy purchasing price from Latvia - commercial energy price between Estonia-Latvia multipied by gain, which is > 1, min balance energy selling price to Latvia - commercial energy price between Estonia-Latvia multipied by gain, which is < 1.   5. Latvian Electricity Market Law determines that balance service providers are system operators. The main intention in new edition of the Latvian Grid Code is that traders can bundle system users together therefore possibly offering cheaper balancing price because of the “system effect” from bundling many users together and due to overshoot and undershoot by some of them. In this case user may delegate the trader to perform balancing on his behalf although legal responsibility remains to the user. Distribution users may delegate to fulfill their balancing service provision obligation to transmission system operator although legal responsibility remains to distribution system operator and the transmission operator have the right to refuse to accept such obligation if appropriate consensus is agreed or its ability to process additional amount of data is limited.
