ELECTRONIC UTILITY PLAN MARK-UP: WORKFLOW AND DATA EXCHANGE Presented to: Florida Local Users Group by: Michael Melendez, P.E. June 1, 2005
GOAL: To improve the accuracy and efficiency of preliminary utility location by employing common CADD software and utility-specific tools to create electronic plan mark-ups.
Traditional Process: • Conduct topographic survey • Designer produces plan sheets with topo survey and 30% design • Mailed to UAO with request for mark-up • UAO marks up plan sheet with colored pencil using UAO drafting standard • UAO returns hardcopy plans to designer • Designer transfers hardcopy information into CADD file • Designer produces hardcopy and sends to UAO for verification
Electronic Process: • Notify UAO’s of upcoming project • Conduct topographic survey • Designer transmits survey & blank mark-up file to UAO • MicroStation (DGN) Format, unless previously coordinated • UAO’s conduct mark-up with CADD and FDOT Utility Tools • UAO returns mark-up file to designer (topo survey excluded) • Designer compiles UAO mark-ups to produce plan sheets • Designer transmits PDF to UAO via email for verification
Benefits: • Time Savings (reduction in request/response) • Encourages Standardization of Plan Mark-up • Allows Historical Archiving for Wide-Scale Use • Improved Accuracy and Clarity of Plan Submittal • Eliminates Need for Hardcopy Retention • Format Promotes Internal/External Use • Reduced Paper Consumption (Save the Trees!) • Reduced liability

Use and Feedback: Use and feedback are necessary at this early stage in the process to achieve meaningful results. • Unification of ASCE Quality Standards • Symbology Standardization • Tool Development
Resources: • FDOT CADD Manual • FDOT CADD Criteria Handbook • ASCE Utility Document (39-02) • UAO Standards • Workshop Handout

Element Tagging (Ad-Hoc): What is Ad-Hoc Tagging? Assigning (tagging) extraneous information to CADD elements that is not typically visible to the user.
Element Tagging (Ad-Hoc): Why use Ad-Hoc Tagging for Utilities? • Inventory and asset management • Geographic Information Systems (GIS) • Labeling
Element Tagging (Ad-Hoc): Some Tagging Values • Type • Owner • Size • Age • Material • Survey Quality Level Telephone BellSouth 2” Conduit 1989 Copper B Sanitary Effluent County 6” 1965 Transite D Uh Oh!
Element Tagging (Ad-Hoc): How to tag Ad-Hoc’s Currently… • ACAD – pending development (VBA?) • MicroStation w/ Civil Extension – SiteMenu VBA • MicroStation w/ Geopak – Ad Attribute Manager or SiteMenu VBA Future… • SiteMenu VBA Tool
