WHAT ARE THE CLASSIFIED VS. UNCLASSIFIED EMPLOYEES • Classified Employees • AFSCME, MAPE, MMA, MNA, Managerial and Commissioner’s Plan • Generally, paid hourly • Unclassified Employees • Administrators, Faculty, MSUAASF • Generally, salary pay
BARGAINING UNITS • AFSCME Council 5 (Units 202, 203, 204, 206 & 207) - ClassifiedIncludes the Craft Maintenance and Labor Unit (202), Service Unit (203), Health Care Non-professional Unit (204), Clerical and Office Unit (206), and the Technical Unit (207). • Commissioner's Plan (MMB) (Units 213 & 217) - ClassifiedCovers all non-managerial classified and unclassified employees (except unclassified employees of the legislative and judicial branches) who are not covered by a collective bargaining agreement and who are not otherwise provided for in law. (Units 213 and 217) • Managerial Plan (MMB) (Unit 220) - ClassifiedCovers all classified and unclassified employees in positions identified by the Commissioner of Employee Relations as managerial. • Middle Management Association (MMA) (Unit 216) - ClassifiedComprised of supervisory employees who provide professional and technical services and also supervise employees in all state agencies. The unit contains approximately 2,800 supervisors.
BARGAINING UNITS (CONTINUED) • Minnesota Association of Professional Employees (MAPE) (Unit 214) - ClassifiedIncludes professional employees who perform a wide array of specialized, professional services from accounting to zoology. This is the largest state bargaining unit and has approximately 9,900 employees. • MN Nurses Association (MNA) (Unit 205) - ClassifiedComprised of registered nurses who provide direct nursing care in state operated health facilities and provide public nursing and regulatory services throughout Minnesota. The unit contains approximately 800 registered nurses. • MnSCU Administrators (Unit 220) - UnclassifiedAdministrators of MnSCU Personnel Plan • Inter-Faculty Organization (Unit 209) - UnclassifiedThis unit is comprised of the instructional faculty members at all of Minnesota's state universities (excluding the University of Minnesota.) • MN State University Association of Administrative & Service Faculty (MSUAASF) (Unit 211) - Unclassified
MANY THINGS VARY BETWEEN CONTRACTS SUCH AS: • Leave eligibility • FMLA importance • Overtime / Flex Time / Hours of Work for classified bargaining units • Holiday Pay Schedule / Eligibility
FMLA IMPORTANCE • Basic Leave Entitlement: FMLA requires covered employers to provide up to 12 weeks of unpaid, job-protected leave to eligible employees for the following reasons: • For incapacity due to pregnancy, prenatal medical care or child birth; • To care for the employee’s child after birth, or placement for adoption; or • To care for the employee’s spouse, son or daughter, or parent, who has a serious health condition; or • For a serious health condition that makes the employee unable to perform the employee’s job • Eligibility Requirements: Employees are eligible if they have worked for a covered employer for at least one year, for 1,250 hours over the previous 12 months, and if at least 50 employees are employed by the employer within 75 miles
FMLA IMPORTANCE • Definition of Serious Health Condition: an illness, injury, impairment, or physical or mental condition that involves either an overnight stay in a medical care facility, or continuing treatment by a health care provider for a condition that either prevents the employee form performing the functions of the employee’s job, or prevents the qualified family member from participating in school or other daily activities • Unlawful Acts by Employers: FMLA makes it unlawful for any employer to: • Interfere with, restrain, or deny the exercise of any right provided under FMLA; • Discharge or discriminate against any person for opposing any practice made unlawful by FMLA or for involvement in any proceeding under or relating to FMLA
E-TIMESHEET FOR LEAVES • Human Resources needs to be contacted • Appropriate paperwork completed • Once approved, special schedule entered into E-timesheet • Employees submit online leave requests using FML, FMS, FMV, etc. • Human Resources will consult with employee on what leave they will use and when • Faculty still need to fill out leave slips
HOURS OF WORKFLEX SCHEDULE OVERTIME PROJECTS • Classified bargaining agreements vary on these items. • These can be complex so we ask that you contact HR directly with your questions.
HOLIDAY PAY ELIGIBILITY • AFSCME – All temporary or permanent employees • MAPE – All EXCEPT intermittent, emergency, and temporary employees. Temporary unclassified appointed for more than 6 months, emergency or temporary status from layoff status are eligible. • MMA – Supervisors, EXCEPT for emergency, temporary, and intermittent shall be eligible • MNA – All nurses covered by this agreement are eligible • Managerial Plan - All managers EXCEPT emergency appointments, and temporary classified or unclassified of 6 months or less are eligible. • Commissioner’s Plan – All employees eligible for paid holidays and floating holidays EXCEPT temporary employees appointed for less than 6 months
OPEN ENROLLMENT November 1 – November 14, 2012 • Medical Dental Expense Account maximum election is $2,500 • Premium increase to Minnesota Advantage Health Plan • Women’s Preventive Services added to Minnesota Advantage Health Plan • Primary Care Clinic changes • MMB Toll Free Number: 1-800-664-3597 • Please remind employees and allow them work time to complete this, if necessary
OPEN ENROLLMENT • The Office of Human Resources will have extended hours on the following dates: • November 7, 8, and 13 6:00 a.m. – 6:00 p.m. • November 14 6:00 a.m. – 5:00 p.m. • If you do not want to make any changes to your insurance plan, you don’t have to do anything. However, if you have pretax accounts, you must re-enroll for these each year. • Also, if you want the $5 deduction in your office visit co-pay, you will have to complete the Journey Well health assessment.
