  4. Licensing system in Hungary and in the EU • Since 1992 to 1st of May, 2004 for HCFC and MB (baseline = 53 t) • Since 2004 to 2009: total quota for the 27 MS for HCFC • Since 2005 only QPS use of MB

Article 5 on Training and certification • 1.By 4 July 2007, on the basis of information received from MSs and in consultation with the relevant sectors, minimum requirements and the conditions for mutual recognition shall be established … in respect of training programmes and certification for both the companies and the relevant personnel involved in installation, maintenance or servicing of the equipment and systems covered by Article 3(1) as well as for the personnel involved in the activities provided for in Articles 3 and 4.

Personnel certificationin RACHP • 8085 persons certified by HRACA or MCB, 2365 p. in the new system • The MAC sector has been involved (VI - MHL-I, VII - MHL-II [< 3 kg]) • Interim certificates by the Association, then from 4th July,2009 by the MCB • Independent Assessment Bodies for all categories – agreement with MCB

Personnel certification According to the F-gas Regulation: • E-learning up to 600 tasks differentiated by categories • Internet-based test examination, 2 hours • Theoretical/practical assessment, 1-2 day(s) • 7 training schools equipped with additional tools • Certification are valid for 5 years • MCB IT system for all, from registration up to Certificate!

  17. Personnel certification Interim (Updated) card with hologram, Interim categories based on old HRACA and final F-gas system (B – B-I, C – C-II, E – MAC VII) Final categories by 303/2008/EC, plus MAC VI, MAC VII New F-gas card, ID by barcode Everything is in the Body’s IT system

  18. Company certification • Intermediate solution (HRACA&MCB) • Registration at the authorities - hazardous waste • Self-audit, declaration about the acceptance of MCB’s criteria • Immediate registration, validity 30 days to be able to buy refrigerant after4th of July, 2009

Company certification, criteria Final certification by auditing (start in 2010!), based on • Compliance with legal requirements • Technical infrastructure, list ofminimum tools, • Job-processes descriptions, administration, • And the data of IT system itself! • Certified personnel, employed + IT registered

Company certification, registration • 1240 certified companies in the RACHP • The MAC sector has been involved (VI, VII): 384 service-stations • All the stakeholders are in the system: e.g. 64 trade companies (wholesalers, redistributors) • Transitional certificates by the Association, then from 4th July, 2009 by the MCB • Certification are valid for 3 years • Interim control by IT

  24. Who should be certified? • Craftsmen working with high-voltage switchgears: • installing, maintaining switchgears on the spot, treating, recovering SF6, • dismounting switchgears in the workshop, • carrying out leakage checking • managers of these activities, • In Hungary around 70-100 persons

  25. Training • Training program • 4+2 hours (1 day) • Consultation • Exam • Theoretical and practical exam(3 theoretical questions + practical task) • Training organisation • Contacting the stakeholders • MEE’s website
