Funding Opportunity: RFA-OD-09-009 Close Date: 9/1/2009 Opportunity Title: Recovery Act Limited Competition: Small Business Catalyst Awards for Accelerating Innovative Research (R43) Agency: National Institutes of Health Description: This NIH Funding Opportunity Announcement (FOA), supported by funds provided to the NIH under the American Recovery and Reinvestment Act of 2009 (Recovery Act or ARRA), Public Law 111-5, invites grant applications from small business concerns that propose to accelerate innovation through high risk, high reward research and development (R and D) that has commercial potential and is relevant to the mission of the NIH. The Small Business Catalyst Award is further expected to support entrepreneurs of exceptional creativity, drawn from scientific and technological environments beyond NIH, who propose pioneering and possibly transformative approaches to addressing major biomedical or behavioral challenges with the potential for downstream commercial development.

Funding Opportunity: RFA-RR-09-007   Close Date: 9/18/2009 Opportunity Title: Recovery Act Limited Competition: Core Facility Renovation, Repair, and Improvement (G20) Agency: National Institutes of Health   Description: This FOA issued by the National Center for Research Resources, National Institutes of Health, solicits applications from institutions that propose to renovate, repair, or improve core facilities. For the purpose of this FOA, a core facility is defined as a centralized shared resource that provides access to instruments or technologies or services, as well as expert consultation to investigators supported by the core. The major objective of this FOA is to upgrade core facilities to support the conduct of PHS supported biomedical and/or behavioral research. Support can be requested to alter and renovate (A&R) the core facility as well as to improve the general equipment in the core facility or to purchase general equipment for specialized groups of researchers. Specialized equipment over $100,000 in cost cannot be requested as part of this FOA. In situations when similar core facilities exist in different departments at an institution, funding can be requested in support of centralizing these core facilities. This FOA is issued under the American Recovery and Reinvestment Act of 2009 (Recovery Act), Pub. L. No. 111-5. It is expected that all awards will be expended expeditiously and that applicants will consider the use of green technologies and design approaches. Awards are expected to create and/or maintain American jobs. Mechanism of Support. This FOA will utilize the G20 grant mechanism.

Funding Opportunity: RFA-OD-09-007 Close Date: 9/24/2009 Opportunity Title: Recovery Act Limited Competition: Academic Research Enhancement Award (R15) Agency: National Institutes of Health   Description: This NIH Funding Opportunity Announcement (FOA) is supported by funds provided to the NIH under the American Recovery & Reinvestment Act of 2009 (Recovery Act or ARRA), Public Law 111-5. The purpose of the Academic Research Enhancement Award (AREA) program is to stimulate research in educational institutions that provide baccalaureate or advanced degrees for a significant number of the Nation's research scientists, but that have not been major recipients of NIH support. These AREA grants create opportunities for scientists and institutions otherwise unlikely to participate extensively in NIH programs, to contribute to the Nation's biomedical and behavioral research effort. AREA grants are intended to support small-scale health-related research projects proposed by faculty members of eligible, domestic institutions. Mechanism of Support. This FOA will utilize the Academic Research Enhancement Award (AREA) R15 award mechanism. Funds Available and Anticipated Number of Awards. It is estimated that up to 50 awards will be made in FY 2010.The total amount awarded and the number of awards will depend upon the quality, duration, and costs of the applications received. Budget and Project Period. Applicants may request up to a total of $300,000 direct costs plus applicable Facilities and Administrative (F&A)/ indirect costs. Use the modular budget for direct cost amounts up to $250,000 and the detailed budget for direct costs amounts above $250,000. The total project period for an application submitted in response to this funding opportunity may be up to three (3) years.

Funding Opportunity: SGA-DFA-PY-08-19 Close Date: 9/29/2009 Opportunity Title: Recovery Act - Pathways Out of Poverty Agency: Employment and Training Administration   Description: The Department of Labor (DOL, or the Department) announces the availability of approximately $150 million in grant funds authorized by the American Recovery and Reinvestment Act of 2009 (the Recovery Act) for projects that provide training and placement services to provide pathways out of poverty and into employment within the industries described in the Supplementary Information, Part B of this SGA. Grantees selected from two separate types of applicants will be funded through this solicitation: (1) national nonprofit entities with networks of local affiliates, coalition members, or other established partners; and (2) local entities. Additional specific eligibility guidance is included in Section III.A, “Eligible Applicants and Required Partnerships.” ETA intends to fund grants ranging from approximately $3 to $8 million for national grantees, and grants ranging from approximately $2 to $4 million for local grantees.

Funding Opportunity: ED-GRANTS-080409-001 Close Date: 10/6/2009 Opportunity Title: Teacher Quality Partnership Grants Program Recovery Act (ARRA) CFDA 84.405A Agency: U.S. Department of Education Description: The purposes of the Teacher Quality Partnership (TQP) Grants Program are to: Improve student achievement; improve the quality of new and prospective teachers by improving the preparation of prospective teachers and enhancing professional development activities for new teachers; hold teacher preparation programs at institutions of higher education (IHEs) accountable for preparing highly qualified teachers; and recruit highly qualified individuals, including minorities and individuals from other occupations, into the teaching force. More specifically, the TQP Grants Program seeks to improve the quality of new teachers by creating partnerships among IHEs, high-need school districts (local educational agencies (LEAs)) their high-need schools, and/or high-need early childhood education (ECE) program. These partnerships would create model teacher preparation programs at the pre-baccalaureate or fifth-year level through the implementation of specific reforms of the IHE's existing teacher preparation programs, and/or model teaching residency programs for individuals with strong academic and/or professional backgrounds but without teaching experience. The TQP Grants Program may also support school leadership programs to train superintendents, principals, ECE program directors, and other school leaders in high-need or rural LEAs.

Funding Opportunity: RFA-AI-09-040 Close Date: 10/15/2009 Opportunity Title: Recovery Act Limited Competition: Protection of Human Health by Immunology and Vaccines (U01, U19) Agency: National Institutes of Health Description: This NIH Funding Opportunity Announcement (FOA), supported by funds provided to the NIH under the American Recovery & Reinvestment Act of 2009 (Recovery Act or ARRA), Public Law 111-5, invites new applications from single domestic institutions, or consortia of institutions, to participate in creating a network of human immunology profiling research groups. Applications are sought that propose to study human immune responses (1) following infection, (2) prior to and following vaccination against an infectious disease, or (3) prior to and following treatment with an immune adjuvant that targets a known innate immune receptor(s). The purpose of this FOA is to capitalize on recent advances in immune profiling to measure the diversity of human immune responses under a variety of conditions, using bioinformatic, multiplex, and/or systems biology approaches to study samples from well-characterized human cohorts and to measure aspects of the human transcriptome and/or proteome. Mechanism of Support. This FOA will utilize the U01 and U19 cooperative agreement grant mechanisms.

Funding Opportunity: 09-567 Close Date: 9/14/2009 Opportunity Title: NSF Scholarships in Science, Technology, Engineering, and Mathematics Agency: National Science Foundation Description: This program makes grants to institutions of higher education to support scholarships for academically talented, financially needy students, enabling them to enter the workforce following completion of an associate; baccalaureate; or graduate-level degree in science and engineering disciplines. Grantee institutions are responsible for selecting scholarship recipients, reporting demographic information about student scholars, and managing the S-STEM project at the institution. The program does not make scholarship awards directly to students; students should contact their institution’s Office of Financial Aid for this and other scholarship opportunities.

Funding Opportunity: PD-09-5342 Close Date: 9/15/2009 Opportunity Title: Environmental Implications of Emerging Technologies Agency: National Science Foundation Description: The Environmental Implications of Emerging Technologies program provides support to develop and test the environmental effects of new technologies. Fundamental and basic research is sought to establish and understand outcomes as a result of the implementation of new technologies such as nanotechnology, biotechnology, and information technology. The program also supports research on the development and refinement of sensors and sensor network technologies that can be used to measure a wide variety of physical, chemical, and biological properties of interest in characterizing, monitoring, and understanding environmental impacts. The program emphasizes engineering principles underlying technology impacts. Innovative production processes, waste reduction, recycling, and industrial ecology technologies are of interest. All of these have implications that would be relevant to this program. Current areas of support include: Understanding and mitigating how new developments in nanotechnology, biotechnology, and information technology will interact with the environment Nanotechnology environmental, health, and safety implications and applications Predictive methodology for the interaction of nanoparticles with the environment and with the human body, including predictive approaches for toxicity Fate and transport of natural, engineered, and incidental (by-product) nanoparticles.

Funding Opportunity: 06-591 Close Date: 9/15/2009 Opportunity Title: Undergraduate Research and Mentoring in the Biological Sciences Agency: National Science Foundation Description: The goal of the Undergraduate Research and Mentoring in the Biological Sciences (URM) program is to increase the number and diversity of individuals pursuing graduate studies in all areas of biological research supported by the NSF Directorate for Biological Sciences. Support will be provided to academic institutions to establish innovative programs to engage undergraduates in a year-round research and mentoring activity. Particular emphasis will be placed on broadening participation of members of groups historically underrepresented in science and engineering: African Americans, Alaska Natives, American Indians, Hispanic Americans, Native Pacific Islanders, and persons with disabilities.

Funding Opportunity: 08-569 Close Date: 9/29/2009 Opportunity Title: Science, Technology, Engineering, and Mathematics Talent Expansion Program Agency: National Science Foundation Description: The Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP) seeks to increase the number of students (U.S. citizens or permanent residents) receiving associate or baccalaureate degrees in established or emerging fields within science, technology, engineering, and mathematics (STEM). Type 1 proposals are solicited that provide for full implementation efforts at academic institutions. Type 2 proposals are solicited that support educational research projects on associate or baccalaureate degree attainment in STEM.

Funding Opportunity: 08-609 Close Date: 1/7/2010 Opportunity Title: Discovery Research K-12 Agency: National Science Foundation Description: The Discovery Research K-12 (DR-K12) program seeks to enable significant advances in preK-12 student and teacher learning of the STEM disciplines through the development, implementation, and study of resources, models, and technologies for use by students, teachers, and policymakers. Activities funded under this solicitation begin with a research question or hypothesis about effective preK-12 STEM learning and teaching; develop, adapt, or study innovative resources, models, or technologies; and demonstrate if, how, for whom, and why their implementation affects learning. DR-K12 invites projects that meet a variety of educational needs, from those that address immediate and pressing challenges facing preK-12 STEM education to those that anticipate opportunities for the future. DR-K12 encourages proposals that challenge existing assumptions about learning and teaching within or across STEM fields, envision needs of learners in 10-15 years, and consider new and innovative ways to reach students and teachers. All projects should be informed by current research and broaden the boundaries of schools and disciplines. DR-K12 accepts research and development, exploratory, and synthesis projects, as well as conferences and workshops related to the mission of the DR-K12 program.

Agency: U.S. Department of Education Description: The Director of the Institute of Education Sciences (Institute) announces the Institute's FY 2010 competitions for grants to support education research and special education research. The Director takes this action under the Education Sciences Reform Act of 2002, title I of Public Law 107-279. The intent of these grants is to provide national leadership in expanding fundamental knowledge and understanding of education from early childhood education through postsecondary and adult education. Purpose of Program: The central purpose of the Institute's research grant programs is to provide parents, educators, students, researchers, policymakers, and the general public with reliable and valid information about education practices that support learning and improve academic achievement and access to education opportunities for all students. In carrying out its grant programs, the Institute provides support for programs of research in areas of demonstrated national need.

Funding Opportunity: PA-06-452 Close Date: 9/7/2009 Opportunity Title: Behavioral and Social Research on Disasters and Health (R21) Agency: National Institutes of Health Description: The purpose of this Funding Opportunity Announcement (FOA) is to stimulate research in the behavioral and social sciences on the consequences of natural and man-made disasters for the health of children, the elderly, and vulnerable groups, with an ultimate goal of preventing or mitigating harmful consequences. Examples of disasters include severe weather-related events, earthquakes, large-scale attacks on civilian populations, technological catastrophes or perceived catastrophes, and influenza pandemics. Three NIH Institutes are sponsoring this program announcement. The National Institute on Aging is interested in research on the elderly in disasters, especially elderly residents of institutions and frail elderly in the community. The National Institute of Child Health and Human Development is interested in research on children and other vulnerable populations in disasters. The National Institute of Nursing Research is interested in research that will develop interventions to improve outcomes for persons affected by natural and man-made disasters.

Funding Opportunity: PAR-08-046 Close Date: 1/7/2010 Opportunity Title: NIDA Research "Center of Excellence" Grant Program (P50) Agency: National Institutes of Health Description: This FOA is to provide support for research centers that conduct drug abuse and addiction research that have outstanding innovative science and that are multidisciplinary, thematically integrated, synergistic, and are/will be serving as national resource(s) for the NIDA research fields. This FOA uses the Research Center of Excellence Grant (P50) mechanism. There should be evidence that the presence of a center structure is essential for the accomplishment of the research activities. It is expected that a Center will transform knowledge in the sciences it is studying. Incremental work should not be the focus of Center activities; rather, new and creative directions are required. Because the nature and scope of the proposed research will vary from application to application, it is anticipated that the size and duration of each award will also vary. The total amount awarded and the number of awards will depend upon the numbers, quality, duration, and costs of the applications received. Research may occur in any area of NIDA's mission. Each separate project should bear an essential relationship to the integrating theme. The P50 Center of Excellence is expected to support the education, training, and mentoring, of new investigators, who should be given meaningful roles to play in the center projects. NIDA Centers are expected to share their findings, their data and their resources.
